About this opportunity
San Mateo County's Department of Public Works is seeking two on-call emergency restoration services vendors through a competitive Request for Proposals (RFP) process for critical infrastructure damage response. The procurement targets companies capable of providing 24/7 emergency services for water, fire, smoke, and mold damage across County facilities, with comprehensive requirements including testing, assessment, containment, remediation, cleaning, and sanitization. Proposers must demonstrate at least four years of similar service experience within the last seven years, maintain an account manager with two years of relevant experience, and be registered in SAM.gov. The RFP's evaluation criteria will weight firm and team qualifications at 30 percent, sample project pricing proposal at 40 percent, and labor rates fee structure at 30 percent. Key submission deadlines include a proposal submission deadline of December 23, 2025, at 2:00 PM via the eProcurement portal, with vendor questions due by December 16, 2025, at 2:00 PM. The anticipated contract award date is February 10, 2026, with a proposed five-year contract term, and contractors will be required to respond to emergency requests within two hours and non-emergency requests within 24 hours.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Each selected vendor will be expected to provide comprehensive emergency restoration services, including hazardous materials removal, structural element restoration, dehumidification, mold remediation, fire and smoke cleanup, and odor removal. The County intends to establish two separate agreements, each with an aggregate fiscal obligation not to exceed $2,000,000, with pricing to be negotiated as either lump sum or hourly rates at prevailing wage levels. Contractors must maintain 180-day warranties on all work and provide insurance coverage including $1,000,000 in comprehensive general liability, motor vehicle liability, and professional liability insurance. The contract will require compliance with numerous regulatory requirements, including California Labor Code provisions, San Mateo County Living Wage Ordinance, and all applicable federal, state, county, and municipal laws. Vendors must also maintain continuous 24/7 service availability with a designated emergency phone contact and be prepared to perform services at any location or facility under the County's jurisdiction.
