About this opportunity
The Town of Manchester, Connecticut is requesting bids on an on-call electrical services contract under ITB #26/27-7, with bids due September 17, 2026 at 11:00 a.m. and questions due September 15, 2026 at 4:00 p.m. The Town seeks to establish a qualified contractor list for building electrical work, water treatment electrical work, and sewer treatment electrical work ranging from short-duration repairs to major installations spanning multiple days or weeks. All work must comply with federal, state, and local laws, building codes, OSHA standards, and applicable Connecticut licensing requirements.
Contractors subject to the Manchester Living Wage Ordinance (Chapter 212) must pay $18.25 per hour with health benefits or $26.70 per hour without health benefits if covered employers exceed $25,000 in annual contract value; exemptions apply to employers with fewer than twenty-five eligible employees, contracts under $25,000, or qualifying nonprofit organizations. Connecticut prevailing wage requirements apply to public works projects, with mandatory OSHA 10-Hour Construction Safety and Health Course completion and certified payroll submissions required.
Pricing is structured on hourly rates for Master Electricians, Journeyman Electricians, Apprentice Electricians, and bucket truck services across three time periods: regular (Monday–Friday, 7:00 a.m.–4:00 p.m.), overtime (Monday–Friday, 4:00 p.m.–7:00 a.m., and Saturday, 7:00 a.m.–4:00 p.m.), and emergency (Saturday after 4:00 p.m. and all Sundays and holidays). Materials markup is capped between 0–30%; the Town reserves the right to purchase materials directly and will waive local building permit fees. The contract term runs from award through November 30, 2028, with three optional one-year extension periods subject to negotiation four months prior to expiration. Annual price adjustments will be made based on the U.S. Bureau of Labor Statistics Consumer Price Index.
Contractors must obtain comprehensive general liability insurance of $1,000,000 combined single limit per occurrence and $2,000,000 aggregate, workers' compensation insurance, automobile liability insurance of $1,000,000, and umbrella/excess liability coverage of $1,000,000. Bid opening will be conducted virtually via Zoom. Contractors must submit a completed IRS Form W-9 and Living Wage Certification with their bid.
