About this file
This is a Living Wage Certification Form issued by the Town of Manchester, Connecticut, for use in response to the On-Call Electrical Services Re-Bid contract opportunity. The form requires all bidders to certify their status as either a covered employer subject to the Manchester Living Wage Ordinance (Chapter 212 of the Manchester Code of Ordinances, Sections 212-1 through 212-11) or to claim exemption from its requirements. Bidders must complete and return this certification with their bid or RFP submission, as failure to do so may result in bid rejection. The contract seeks to establish a list of available electrical contractors for the Town of Manchester to hire on an as-needed basis for services including building electrical work, water treatment facility electrical work, and sewer treatment facility electrical work, with project duration ranging from short-term repairs to major installations spanning multiple days or weeks.
Covered employers under the Manchester Living Wage Ordinance must commit to paying the required living wage to eligible employees and maintaining full compliance with the ordinance throughout the contract term. Bidders may claim exemption from living wage requirements if they employ fewer than twenty-five eligible employees, if the annual contract value is less than $25,000, or if they are charitable foundations, charitable trusts, or nonprofit organizations exempt from federal income taxation under Section 501 of the Internal Revenue Code. All contractors and their work must comply with federal, state, and local laws and regulations, building codes, OSHA standards, and zoning regulations concerning licenses and legal qualifications for the work performed.
