About this opportunity

San Bernardino County's Project and Facilities Management Department has issued Request for Proposal (RFP) 6264 for on-call door and gate repair services to support maintenance and emergency operations across the county's 1,200 active buildings and 9.7 million square feet of property. The services procured include routine maintenance and emergency repair of door and gate systems, encompassing roll-up doors, overhead doors, hollow metal and wood doors, glass entrance doors, fire-rated doors, gates, and associated motor operators and controllers at various county-owned locations throughout San Bernardino County. Qualified contractors must maintain 24/7 availability with a maximum emergency response time of 2 hours, be registered with the California Department of Industrial Relations, and possess relevant experience and qualifications in door and gate systems repair. The evaluation criteria allocate 40 points for qualifications and experience, 30 points for technical review, 20 points for cost, and 10 points for references. Proposals are due by April 8, 2026, at 5:00 p.m., with a tentative award date in April 2026 and contract commencement anticipated for May 2026. The contract term is for a maximum of 5 years, running from May 1, 2026, through April 30, 2031, with individual work orders capped at $75,000 in accordance with Public Contract Code section 22032(a).

San Bernardino County has implemented a local preference policy offering a 5% preference to vendors with headquarters or major regional offices in San Bernardino County that meet specified employment and operational criteria. All work must be performed at prevailing wage rates as established by the California Department of Industrial Relations in compliance with California Labor Code sections 1770 et seq., and contractors must register with DIR before performing work on projects exceeding $15,000 for maintenance work. The estimated total budget for the on-call services is not-to-exceed $1,000,000 over the 5-year contract term, with an anticipated maximum of $200,000 per year, and the County plans to award contracts to multiple vendors on a non-exclusive basis with work assigned on a rotational basis considering availability, location, quality of work, and workload equalization. Emergency response work is paid on an hourly basis with mobilization and demobilization rates on a lump sum basis as specified by the contractor, and proposers must submit all costs including transportation, lodging, and per diem expenses sufficient to cover personnel travel to various county locations. There is no guarantee of minimum work assignment, and the County reserves the right to procure services separately for projects exceeding the $75,000 threshold.
