About this opportunity
The Town of Greenwich Purchasing Department is requesting sealed bids for on-call contractor services through the Highway Division of its Department of Public Works, with bids due September 29, 2026 at 11:00 a.m. Bidders must hold Connecticut licenses for Major Contractor, New Home Construction, and Class B Demolition; maintain current Home Improvement Contractor registration; and possess an OSHA-compliant worker safety plan. These certifications are gating requirements.
The scope covers general carpentry, masonry and concrete finishing, and excavation services on an as-needed basis. Base services must be self-performed by the contractor with permanent employees (carpenters, masons, equipment operators, supervisors, and project managers). Contractors must respond to service requests within four hours and maintain a business office and equipment yard in close proximity to Greenwich. Required equipment includes a Lull 6,000 lb. capacity lift, skid steer, and 5-ton dump truck. Additional services—electrical, plumbing, HVAC, and welding—may be subcontracted.
Pricing is submitted on an hourly basis for nine labor classifications (laborer, carpenter, apprentice, mason, concrete finisher, CDL truck driver, equipment operator, supervisor, and project manager) in both straight-time and overtime rates, plus hourly rates for specified equipment and a materials markup percentage. Prices remain firm for the initial contract year and are FOB destination with inside delivery. No individual project shall exceed $35,000.
The contract term is one year with four optional one-year renewal periods, subject to mutual consent. Contractors must provide comprehensive insurance including general liability ($2 million aggregate / $1 million per occurrence), comprehensive automobile liability ($1 million combined single limit), excess liability ($5 million umbrella), workers' compensation, and professional liability ($1 million). Prevailing wage requirements apply to public works projects exceeding specified thresholds, with certified weekly payrolls required. Payment terms are net 30 days after invoice receipt and service acceptance. The Town reserves the right to increase or decrease quantities by up to 10% and to award on an item-by-item or lump sum basis.
