About this opportunity
The County of Sacramento Department of General Services is seeking qualified consultants through a Request for Qualifications (RFQ #2024-RFQ-0345) for on-call consulting services focused on whole building energy and sustainability analysis, zero emission fleet transition, and infrastructure planning. The procurement will establish an on-call contract with one or more consulting firms to support short- and long-term county facilities and fleet sustainability activities across multiple departments through task order assignments. The solicitation is structured into two primary service categories: Category 1 for whole building energy and sustainability analysis, and Category 2 for zero emission fleet transition and infrastructure planning. Consultants can propose for one or both categories, with evaluation based on organizational experience, technical expertise, personnel qualifications, project performance, business location, and schedule availability. Specific technical requirements include energy efficiency analysis, water conservation initiatives, carbon reduction strategies, and electric vehicle transition planning. Proposals will be accepted electronically until September 26, 2024, at 3:00 pm, with a contract award anticipated on January 7, 2025. The initial contract term will be two years, with an option to extend for three additional one-year terms.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises, though the solicitation aligns with the County's Climate Action Plan and Climate Emergency Resolution, which emphasizes supporting local communities and environmental justice. The contract will support the County's goal of achieving carbon neutrality by 2030, with a particular focus on reducing greenhouse gas emissions and transitioning to zero-emission fleet technologies. While specific budget ranges are not definitively stated, the sample task order indicates a comprehensive project scope involving assessment of over 2,700 vehicles and development of a phased implementation plan for electrification. The consultant will be required to coordinate with local utilities like Sacramento Municipal Utility District (SMUD), assess electrical capacity, and explore funding sources including grants and incentives. Compensation will be determined on a time and expenses basis using the consultant's submitted fee schedules, with individual task orders requiring written authorization from the County's Director or designee before work can commence.
