About this file

This is a Request for Proposal (RFQ #2024-RFQ-0345) issued by the County of Sacramento, California, seeking on-call consulting services for whole building energy and sustainability analysis, zero emission fleet transition, and infrastructure planning. The solicitation aims to establish an on-call contract with one or more qualified consulting firms to provide services supporting the County's short- and long-term facilities and fleet sustainability initiatives. Proposals will be accepted electronically until September 26, 2024, at 3:00 pm, with a contract award anticipated on January 7, 2025. The initial contract term will be two years, with an option to extend for three additional one-year terms. The County will utilize these consulting services across multiple departments on an as-needed basis through task orders.

The solicitation is structured into two primary service categories: Category 1 focuses on whole building energy and sustainability analysis, while Category 2 concentrates on zero emission fleet transition and infrastructure planning. Consultants can propose for one or both categories, with evaluation based on factors including organizational experience, technical expertise, personnel qualifications, project performance, business location, and schedule availability. The County has established specific technical requirements, including energy efficiency analysis, water conservation initiatives, carbon reduction strategies, and electric vehicle transition planning. The procurement aligns with the County's Climate Action Plan and Climate Emergency Resolution, with a particular emphasis on reducing greenhouse gas emissions, supporting renewable energy implementation, and transitioning to zero-emission fleet technologies.

Request for Proposal #2024-RFQ-0345 Title: On-Call Consulting Services for Whole Building Energy and Sustainability Analysis, Zero Emission Fleet Transition, and Infrastructure Planning

1. Introduction

1.1. Summary

The County of Sacramento (County) Department of General Services is accepting Statements of

Qualifications from qualified consultants to provide On-Call Consultant Services for Whole Building

Energy and Sustainability Analysis, Zero Emission Fleet Transition, and Infrastructure Planning to support planning and implementation efforts for short- and long-term County facilities and fleet sustainability activities. This solicitation will result in an on-call contract with one or more successful firms for the services described above, which multiple County departments may utilize on an as-needed basis for various projects or "task orders" throughout the contract period. This Request for Qualifications (RFQ) includes a Scope of Work and a Sample Task Order Scope of Work. The Scope of Work describes the minimum capabilities required of the firm. The Sample Task Order Scope of Work represents a task order that the County intends to expedite shortly after award of an on-call contract to the successful offeror(s). Task orders will be issued against the on-call contract(s). As one of the requirements of this

RFQ process, offerors will submit Fee Schedules from which all task orders will be priced.

The following documents are attached to this RFQ:

A - Sample Task Order - Scope of Work

B - Sample Agreement

C - Board Declaration of a Climate Emergency

1.2. Background

The County of Sacramento, Department of General Services and its Fleet Services Division have a long history of successful environmental and sustainability initiatives. These initiatives are well documented back to 1999 and the County has made many notable achievements since that time.

The County Board of Supervisors adopted the Climate Action Plan – Strategy and Framework Document

(CAP) on November 9, 2011, which presented a framework for reducing GHG emissions and an overall strategy to address climate change. Additionally, it provided direction for developing the second phase of the CAP.

The Climate Action Plan – Phase 2B (Draft – pending adoption) was released in August 2022. Final

Climate Action Plan.pdf (saccounty.gov)

The County is preparing a Subsequent Environmental Impact Report (SEIR) to analyze the potential impacts of revisions to the 2022 CAP prior to final adoption.

In December 2020 the Sacramento County Board of Supervisors adopted a resolution declaring a climate emergency and identifying the County’s efforts to mobilize and contribute towards a safe climate.

Since 2015 the Fleet Services Division has purchased zero emissions (including hydrogen fuel cell) and electric vehicles, mostly passenger sedans in the light equipment segment of the fleet. Fleet Services

Division has fostered growth of charging infrastructure near its headquarters at the Branch Center complex adjacent to Bradshaw Rd. and in County parking facilities in downtown Sacramento for use by https://planning.saccounty.net/PlansandProjectsIn-Progress/Documents/Climate%20Action%20Plan/CAP%20Strategy%20and%20Framework%20Document.PDF https://planning.saccounty.net/PlansandProjectsIn-Progress/Documents/Climate%20Action%20Plan/CAP%20Strategy%20and%20Framework%20Document.PDF https://planning.saccounty.gov/PlansandProjectsIn-Progress/Documents/Climate%20Action%20Plan/Final%20Climate%20Action%20Plan.pdf#search=climate%20action%20plan https://planning.saccounty.gov/PlansandProjectsIn-Progress/Documents/Climate%20Action%20Plan/Final%20Climate%20Action%20Plan.pdf#search=climate%20action%20plan

County fleet vehicles, employees and the general public. In May 2021, Department of General Services signed a memorandum of understanding with the Sacramento Municipal Utility District (SMUD) to be an inaugural participant in SMUD’s eFuel program, and innovative “Charging as a Service” (CaaS) business model to eliminate high upfront capital costs of electrification. Complete evaluation of the County light fleet resulted in three proposed projects near fleet headquarters and a downtown garage EV charger expansion with up to 60% cost covered by Sacramento Municipal Air Quality Management District

(SMAQMD) incentives. Final board approval is pending with target completion in 2025. Projects will expand current (18) level II plugs to (42) level II plugs and (2) DCFCs near fleet headquarters and (12) additional Level II chargers downtown.

In January 2024, California Air Resources Board (CARB) – Advanced Clean Fleet (ACF) regulations became effective for public fleets, requiring (generally) 50% of all fleet vehicle purchases over 8,500 gross vehicle weight rating (GVWR) to be CARB certified zero emission or electric.

3. Basis for Award

This proposal award will be determined by factors other than price alone. The County’s sole purpose in the evaluation process is to determine from among the Responses received, which one is best suited to meet the County’s needs. Any final analysis or weighted point score does not imply that one proposal is superior to another, but simply that in our judgment the proposal(s) we select offer(s) the best overall solution for our current and anticipated needs. The County reserves the right to make modifications to any scoring and/or weight structure prior to the evaluation of responses. The responses will remain sealed during the proposal evaluation period, and will be made available for public inspection upon notice of proposal award.

Bid responses will be considered valid for a period of120 calendar days after bid closing date above.

Note: All specifications, terms and conditions of this request will apply to any resulting order.

3.1. Scoring Criteria

Statements of Qualifications (SOQ) will be scored on factors in your SOQ such as ability to meet the requirements of the RFQ, experience, references, risk assessment, etc. Contract(s) will be awarded to the highest scoring proposer(s). Pricing will be excluded from the evaluation.

The County will evaluate all SOQ's submitted. The evaluation factors reflect the totality of considerations represented in the requested SOQ responses. The objective is to choose the SOQ(s) that offers the highest quality services and will achieve the project’s goals and objectives within a reasonable budget.

Evaluations will be based on the criteria listed in Section 6. Evaluation Phase.

3.2. Statement of Qualifications

Statements of Qualifications (SOQ's) should address criteria listed in the order as they appear in Phase 1

- Proposal Evaluation Criteria and demonstrate experience and qualifications as described in the Scope of Work of this RFQ. Offerors shall identify in their SOQ introduction whether they are submitting their

SOQ for Category 1, Category 2, or both categories:

Category 1: Whole Building Energy and Sustainability Analysis

Category 2: Zero Emission Fleet Transition and Infrastructure Planning

Offerors are not required to submit SOQ's for both categories; however, SOQ's should incorporate the offeror's experience and qualifications as it relates to their selected category or categories in the appropriate sections of their SOQ's.

3.3. Evaluation Process

RFQ responses will be evaluated by a panel made up of members appointed by the Department of

General Services from various stakeholder departments within the County of Sacramento. RFQ responses will be scored in accordance with the criteria shown herein. The score in each area will be weighted by the factors shown in the table and a total score will be formulated. The scoring and rankings assigned by the evaluation panel will be final, not subject to any appeal process and may not be influenced by RFQ respondents.

Title: On-Call Consulting Services for Whole Building Energy and Sustainability Analysis, Zero Emission Fleet

Prior Experience: Experiences with the County and entities that evaluation committee members represent may be taken into consideration when evaluating qualifications and experience.

Additional Investigations: The County reserves the right to make such additional investigations as it deems necessary to establish the competence and financial stability of any offeror submitting an SOQ.

Requests for Additional Information or Clarification: In order to comprehensively evaluate the proposals received, County may seek additional information or clarification from one or more of the offerors.

Interviews: The top ranked respondents, to be determined by the panel, may be selected to participate in a final interview process on a date to be scheduled after the initial ranking has taken place. The

County reserves the right to conduct interviews with some or all of the offerors during the evaluation process. Upon notification of intent of Department of General Services (DGS) to schedule an interview, respondents shall have 10 business days to respond and schedule the interview. All interviews will occur within 30 days of official notification by DGS. Interviews may be conducted in person or remotely via a platform mutually acceptable to both DGS and the RFQ respondent. Remote participation in the interview process will not affect the interview score of the participating firm. In the event that interviews are conducted, information provided during the interview process shall be taken into consideration when evaluating the stated criteria. The County of Sacramento shall not reimburse the offeror for the costs associated with the interview process. If interviews are conducted, final rankings will be based on the sum of the interview and SOQ evaluation scores.

3.4. Contract Negotiation Process

After the SOQ and interview evaluation process is complete, the selected consultant(s) may enter into a contract negotiation process with the County, whereby the final terms and conditions of work to be performed will be negotiated. Offerors shall be accorded fair and equal treatment in conducting negotiations and there shall be no disclosure of any information derived from SOQ's submitted by competing offerors. The Scope of Work within this RFQ shall remain unchanged, however during the negotiations the items within the Scope of Work may be better defined. Terms and conditions to be negotiated may include but will not be limited to:

A. Task Assignments - In the event that multiple consultants are selected, task assignments particular to each contracted consulting firm will be clearly identified.

B. Project timelines and deadlines.

C. Documentation and record keeping of work performed by the consulting firm.

3.5. Contract Award

Upon final contract negotiations and Board of Supervisors' approval, the County of Sacramento shall award on-call contract(s). Due to the County’s fiscal budget process, commencement of work may be directed to start on a specific date. Once the contract is ratified by all parties, the contract will act as the controlling document between the parties. The County reserves the right to award more than one on-call contract for consulting services if the County’s evaluation of all RFQ responses reveals that the

County will be best served by awarding contracts to multiple consultants. Should the County award contract(s) for consulting services as a result of this RFQ, initial contracts shall be effective for a two-year initial term with an option to extend the contract(s) for three (maximum) subsequent terms of one year each upon mutual agreement of all parties to the contract. Each awarded contract, including subsequent extensions, shall be managed by the County individually. The award or extension of any single contract as a result of this RFQ shall not be construed to mean that all contracts will be extended.

3.6. Task Orders

Specific work for various County departments will be assigned via task orders on an as-needed basis. The consultant(s) and County of Sacramento will negotiate the scope for each task order on a project-by-project basis.
