About this opportunity

The City of Longmont, Colorado is requesting proposals for on-call construction services for minor general construction and repair work at City-owned facilities under RFP-426082, with proposals due October 1, 2026 at 4:00 PM Mountain Time. A local-business scoring preference of 5% applies, with an additional 2.5% preference for small local businesses with 35 or fewer employees.

The scope covers office remodels, ADA compliance upgrades, fence and door replacements, pool tank sealing, barn panel repairs, small building rehabilitations, and museum gallery improvements across apartment buildings, fire stations, office buildings, recreation facilities, and historic buildings. Projects are typically under $50,000 and capped at $250,000. The City intends to prequalify and award contracts to multiple contractors using a Framework Agreement.

Contractors must be licensed in Colorado, have been in business for at least three years, and provide three construction service references. A livable wage of $26.18 per hour ($54,454.40 annually) is mandatory for full-time employees. Workers' compensation insurance with $500,000 employer's liability limits, general liability of $1,000,000 per occurrence, and comprehensive automobile liability of $1,000,000 per occurrence are required. Background checks are required for all employees; additional NCIC background checks are required for work at the Longmont Safety and Justice Center, police substations, and fire stations.

Contractors must submit a single hourly labor rate for general construction trades and a defined markup for subcontracted work. Hourly rates remain firm for the first contract year; annual price increase requests are permitted 60 days before the Framework Agreement anniversary, limited to the current Consumer Price Index rate. All costs, including labor, materials, equipment, travel time, disposal fees, permits, and utilities, must be included in pricing; trip charges and service call fees are not reimbursable. Work over $100,000 requires performance and labor/materials payment bonds. The contract period runs through October 31, 2031, with potential extensions requiring the City's written approval and the contractor's firm pricing proposal at least 30 days prior to expiration. Questions are due September 17, 2026 at 4:00 PM. The notice of award is tentatively scheduled for October 29, 2026.
