About this opportunity
The Oregon Youth Authority is requesting quotes for on-call concrete services under RFQ #S-41500-00017762, with quotes due August 28, 2026 at 4:00 PM PST. The procurement is limited to Oregon Small Business Enterprises (OSBEs), which OYA will consider as a factor in Best Value evaluation; the source does not state whether this is a hard set-aside or a preference where qualified OSBEs respond.
OYA seeks to establish one or more on-call contracts with a cumulative ceiling of $250,000 across nine youth correctional facilities and transitional programs throughout Oregon, including Burns, Woodburn, Albany, La Grande, Grants Pass, Tillamook, and Florence. The scope encompasses labor, materials, equipment, and activities necessary to repair existing concrete surfaces and construct new concrete surfaces. Each project must receive written pre-approval from OYA before service commencement, except for emergency services. All work is performed inside youth correctional facilities where contractors must be escorted at all times and comply with strict tool control and security protocols.
Quotations must include an all-inclusive standard hourly labor rate, a material mark-up percentage if applicable, an emergency after-hour labor rate for services outside 8:00 AM to 5:00 PM Monday through Friday, and identification of which facilities the offeror can serve. Travel expenses including mileage, lodging, and transportation are reimbursed at State of Oregon rates current at the time of incurrence. All prevailing wage projects must comply with Oregon Revised Statutes 279C.800 through 279C.870 and Bureau of Labor and Industries prevailing wage rates.
The contract term is estimated at two years with an option to amend for an additional five years. No guarantee of minimum service quantities is provided, and OYA reserves the right to reject all quotes, cancel the RFQ, conduct separate solicitations, or award project-specific contracts outside this RFQ. Contact Riley Dunagan at the OYA Procurement Unit with questions.
