About this opportunity

The Oregon Youth Authority is requesting quotes for on-call commercial appliance repair and replacement services across nine youth correctional facilities statewide, with quotes due August 11, 2026 at 4:00 p.m. PST. The procurement carries an Oregon Small Business Enterprise (OSBE) preference under OAR 125-246-0230; OYA will consider how purchasing from an OSBE strengthens Oregon's economy when evaluating quotes.

The scope covers repair, replacement, maintenance, and diagnostic services for kitchen, laundry, and mechanical or specialty commercial appliances at Eastern Oregon Youth Correctional Facility (Burns), MacLaren Youth Correctional Facility (Woodburn), Oak Creek Youth Correctional Facility (Albany), Jackie Winters Transition Program (Albany), Camp Riverbend Youth Transitional Facility (La Grande), Rogue Valley Youth Correctional Facility (Grants Pass), Tillamook Youth Correctional Facility (Tillamook), Camp Florence Youth Transitional Facility (Florence), and Camp Tillamook Youth Transitional Facility (Tillamook). Offerors must identify which facilities they are willing to serve and may quote on one or more locations.

The cumulative not-to-exceed compensation for all awarded contracts is $250,000 over an estimated two-year term with an option to extend up to an additional five years. Award will be made to the offeror(s) providing best value; no guarantee of specific service quantities is provided. Quotes must include an all-inclusive standard hourly labor rate, material markup percentage, and an emergency after-hour labor rate (services outside 8:00 a.m. to 5:00 p.m., Monday through Friday, and holidays). Travel expenses are reimbursed at State of Oregon rates. Prevailing wage requirements apply under ORS 279C.800 through 279C.870, with rates available through the Oregon Bureau of Labor and Industries. All work is performed inside youth correctional facilities; contractors must comply with tool control, security protocols, facility access procedures, criminal records checks, and child abuse registry checks.
