About this opportunity
Alameda Municipal Power is issuing an RFI for on-call utility civil construction services with responses due October 30, 2026, to inform development of a future IFB for a multi-year, multiple-contractor arrangement. AMP anticipates establishing a pool of up to three qualified contractors; no minimum work volume or contract value is guaranteed, and RFI participation does not prequalify respondents or obligate AMP to issue a procurement.
The scope covers trenching, potholing, excavation, backfill, surface restoration, underground utility conduit installation and repair, utility boxes, vaults, traffic-rated lids and covers, equipment pads, and protective bollards. All work must comply with AMP's Materials and Installation Criteria for Underground Systems and applicable City requirements, permits, and traffic control standards.
AMP solicits industry feedback on eight topics: preferred pricing structures (hourly rates, unit prices, or hybrid approaches); reasonable timeframes for permanent restoration following temporary patching; material availability and lead-time considerations; response time capabilities for emergency and routine work; minimum call-out or mobilization charge structures; feasibility of a five-year pricing model with Year 1 baseline pricing and annual adjustments; self-performed versus subcontracted work capabilities; and yard location and service area information. Responses are limited to approximately five pages and must be submitted through AMP's online supplier portal. Participation spans Alameda County and Anaheim City jurisdictions in California.
Responses are voluntary and non-binding. This RFI does not represent a binding procurement action and serves as a planning tool only.
