About this file

This is a Request for Information (RFI) issued by Alameda Municipal Power (AMP) for planning purposes related to a future Invitation for Bid (IFB) for on-call utility civil construction services. AMP seeks industry feedback to inform the development of an IFB that will establish a multi-year, multiple-contractor arrangement for services including trenching, potholing, excavation, backfill, surface restoration, underground utility conduit installation and repair, utility boxes, vaults, traffic-rated lids and covers, equipment pads, and protective bollards. The RFI was released on October 16, 2026, with responses due by October 30, 2026, at 12:00 am. AMP anticipates establishing a pool of up to three qualified contractors to support routine, planned, and emergency utility construction needs, though no minimum work volume or contract value is guaranteed. Responses should be limited to approximately five pages and submitted through AMP's online supplier portal.

The RFI specifically solicits feedback on eight key topics: preferred pricing structures (hourly rates, unit prices, or hybrid approaches); reasonable timeframes for permanent restoration following temporary patching; material availability and lead-time considerations; response time capabilities for emergency and routine work; minimum call-out or mobilization charge structures; the feasibility of a five-year pricing model with Year 1 baseline pricing and annual adjustments; self-performed versus subcontracted work capabilities; and yard location and service area information. All work must comply with AMP's Materials and Installation Criteria for Underground Systems, applicable City requirements, permits, and traffic control standards. Contractor responses are voluntary and non-binding, and participation in this RFI does not prequalify respondents, obligate AMP to issue a procurement, or guarantee any future contract award.

2.1. Summary & Background of the project

Alameda Municipal Power (AMP) is developing an IFB for on-call utility civil construction services, including trenching, potholing, backfill, surface restoration, equipment pads, underground utility boxes, traffic-rated lid replacement, electric and fiber conduit repair, conduit risers, and equipment bollards. Work shall comply with applicable AMP standards, including AMP's Materials and Installation Criteria for Underground Systems, as relevant to the work performed: https://www.alamedamp.com/252/Materials-Installation-Criteria

AMP anticipates a multi-year, multiple-contractor arrangement with work issued as needed. No minimum quantity or dollar amount of work will be guaranteed.

2.2. Anticipated scope of subsequent IFB and program goals

-Provide on-call utility civil construction services, including trenching, potholing, excavation, backfill, compaction, and surface restoration.

-Install, repair, and replace underground electric and fiber conduits, conduit risers, utility boxes, vaults, traffic-rated lids and covers, equipment pads, and protective bollards.

-Furnish all necessary labor, equipment, materials, traffic control, and related services in accordance with AMP standards and applicable requirements.

-Establish a pool of up to three qualified contractors to support routine, planned, and emergency utility construction needs.

-Improve AMP's ability to respond promptly to infrastructure repairs, customer service connections, and system improvement projects.

-The Contractor shall promptly notify AMP of unforeseen underground conditions, utility conflicts, access restrictions, safety hazards, or conditions affecting cost or schedule.

-Work shall proceed only upon AMP authorization, except for emergency work authorized through established procedures.

-No minimum work volume, contract value, or allocation among awarded contractors is guaranteed.

3. Requested information

In support of this effort, AMP requests the following information. While this information is non-binding, please be as thorough, accurate, and clear as possible in the representation of this information.

3.1. Response Instructions

Responses are voluntary and should be limited to approximately 5 pages total or less.

Upload your responses in the Submission of documents section.

3.2. Requested Information

AMP is seeking brief industry feedback on the following:

1. Pricing Structure: What pricing/payment structure works best for this type of on-call contract:

labor/equipment hourly rates plus materials, unit prices for common work activities, or a hybrid? Are there specific bid items you recommend AMP include?

2. Temporary Patching: What is a reasonable maximum time to require permanent restoration after a temporary asphalt or concrete patch is installed?

3. Contractor-Furnished Materials: AMP anticipates requiring contractors to furnish civil materials as well as utility boxes, vaults, traffic-rated lids/covers, frames, and related components based on AMP specifications provided with the work. Are there significant availability, lead-time, or pricing considerations AMP should account for?

4. Response Times: What response times can your company reasonably support for the following?

A. Emergency call acknowledgment, crew mobilization, and arrival on site;

B. Routine work acknowledgment, estimate preparation, and mobilization after authorization.

5. Minimum Call-Out/Mobilization: For smaller assignments, is a minimum crew charge, minimum number of hours, mobilization charge, or minimum Work Authorization value typically necessary? If so, what structure do you recommend?

6. Five-Year Pricing: AMP is considering detailed Year 1 baseline pricing with bidder-proposed annual percentage adjustments for Years 2–5. Is this a practical structure for a five-year on-call contract? If not, what approach would you recommend?

7. Self-Performed and Subcontracted Work: Which of the listed work activities does your company self-perform, and which would you typically subcontract?

8. Yard Location and Service Area: Where is your nearest yard or base of operations (city and state)? What is your typical service area, and what response times can you reasonably support for routine and emergency work in Alameda?

Please identify any other contract or bid-schedule provisions AMP should consider to make the future IFB practical, competitive, and administratively efficient.

This RFI is for planning purposes only and is not a solicitation or offer to award a contract. Participation is not required to compete in any future AMP procurement.
