The City of Scottsdale, Arizona is seeking Statements of Qualifications (SOQ) from firms to provide on-call civil infrastructure construction inspection services for transportation and infrastructure projects throughout the city. The procurement aims to select up to three qualified firms to perform annual construction inspection services on an as-needed basis. Specific services include inspection of horizontal infrastructure work such as paving, curb and gutter, water/sewer/reclaimed water lines, storm drainage, landscaping, streetlights, and traffic signals. Required deliverables encompass daily construction reports, quantity tracking, payment application reviews, materials testing coordination, SWPPP inspections, and project management services. Proposed inspectors must meet stringent qualifications, including American Concrete Institute (ACI) Field Technician Level 1 Certification, Arizona Technical Testing Institute (ATTI) Field Certification, knowledge of ADOT and MAG specifications, five years of civil infrastructure inspection experience, and municipal water infrastructure inspection experience. The evaluation will be based on firm experience (300 points), on-call services understanding and approach (200 points), team experience and qualifications (300 points), and other factors (100 points). Key dates include questions due by September 5, 2025, at 12:00 P.M., and statements of qualifications due by September 22, 2025, at 12:00 P.M.

The solicitation is open to all firms with no specific set-aside designations or restrictions on organizational types. The initial contract term is two years, with the option for three additional one-year extensions, potentially commencing around December 2025. The initial contract has a maximum value of $3,000,000, with each renewal extension capped at $1,500,000 per year. The City makes no guarantee of work under the on-call services contracts, and contract maximums may be increased by mutual agreement. The procurement covers Maricopa County and is designed to provide flexible, on-demand infrastructure inspection services for various city projects. Vendors should be prepared for a competitive selection process that emphasizes technical expertise, experience, and comprehensive understanding of municipal infrastructure inspection requirements.
