About this opportunity

Pierce County Planning and Public Works Department is requesting bids for on-call civil construction services under ITB 2026-MPW-078, a unit-priced invitation to bid, with bids due August 5, 2026 at 1:00 PM and questions due by July 29, 2026 at 4:00 PM. This procurement requires a Washington State licensed commercial general contractor with a minimum of five years' experience and is subject to prevailing wage requirements under RCW 39.12 and the Washington State Department of Labor and Industries wage schedule — the controlling eligibility and cost filters.

Work is performed on an as-needed basis at various locations throughout Pierce County and includes repair or replacement of bridge abutments, culverts, storm water treatment vaults, guardrails, reinforced concrete foundations; decommissioning of underground fuel storage tanks; asphalt and concrete restoration; pavement installation; and material hauling along county rivers. All work must comply with national, state, and local codes and manufacturer technical specifications.

The bid structure is unit-priced across 26–27 line items covering fully burdened labor rates for heavy equipment operators, truck drivers, general laborers, and flaggers at straight-time and overtime rates; heavy equipment rental hours (excavators, loaders, dozers, rollers, dump trucks, water trucks); material markup; and mobilization and demolition fees. All costs except sales tax are included in unit bid prices. The initial contract value is estimated at $750,000 for a one-year term beginning August 3, 2026, with one one-year renewal option available, for a maximum of two years. The County does not guarantee minimum work volume and reserves the right to adjust the amount of work, sites, and locations throughout the contract life.

Bidders must submit a 5% bid bond with proposals. The successful bidder must provide a $750,000 performance and payment bond within ten days of award and maintain a certificate of insurance. A public bid opening will occur via Zoom 30 minutes after the bid due time. No pre-bid meeting is scheduled. Retainage of 5% will be held for the full contract period unless a retainage bond is provided.
