About this opportunity
The Town of Glastonbury, Connecticut, is issuing a Request for Qualifications (RFQ) for On-Call Architectural Services to support both municipal and school district projects on an as-needed basis. The procurement seeks to select three to five qualified architectural firms capable of delivering comprehensive services including program analysis, conceptual plans, schematic designs, design development, construction drawings, project specifications, cost estimation, and construction administration. Responses must be submitted by May 7, 2026, at 11:00 AM through the Town's e-Procurement portal at glastonburyct.bonfirehub.com, with a Zoom announcement meeting to be held on the due date. Required qualifications include Connecticut state licensure for all architects, demonstrated experience with Connecticut municipalities and public schools within the past seven years, and comprehensive insurance coverage with errors and omissions liability limits of $1,000,000 per claim and $1,000,000 aggregate, plus a $2,000,000 follow-form umbrella policy. Selection will be based on qualifications, experience, responsiveness, and overall approach rather than cost as the primary determining factor. The contract term is three years with a possible two-year extension contingent on mutual agreement, with a maximum value per individual service order not to exceed $99,999.99. School projects must not be subject to different procurement requirements imposed by federal or state grant funding.
Respondents must meet a 25 percent small business enterprise sub-consultant goal, with 25 percent of that requirement reserved for minority-owned business enterprises. Selected firms will be required to execute the AIA Document B121-2018 Standard Form of Master Agreement and enter into individual service orders for specific projects at the Town's sole discretion. Compensation will be structured as an all-inclusive per-project price, with additional services available on a time and material basis using hourly rates or lump sum fees, and reimbursable expenses compensated at actual cost plus ten percent. All work product becomes the property of the Town, and the Town will not defend, indemnify, or hold harmless contracted firms. While no specific budget range or award value cap is stated beyond the $99,999.99 maximum per individual service order, the total contract value will depend on the number and scope of projects issued by the Town over the three-year term.
