About this opportunity
The Maryland Department of Transportation State Highway Administration is requesting proposals for Omnissa maintenance support for Horizon and Workspace One platforms under PORFP J02P5600037, with proposals due March 6, 2026 at 2:00 p.m. EST. This is a Small Business Reserve (SBR) procurement limited to certified small business vendors meeting Maryland statutory requirements.
Only Master Contractors authorized under the existing Commercial Off-the-Shelf Software (COTS 2012) master contract (060B2490021) are eligible to submit bids — a mandatory cooperative-purchasing vehicle that filters the bidder pool. The procurement is essential to operational continuity; without Omnissa support, SHA would lose critical technical support for its Virtual Desktop Infrastructure and Workspace One environments.
The scope covers 12-month prepaid maintenance and production support for three product lines: 500 units of Omnissa Workspace One Advanced SaaS per-device licenses, 14 units of Omnissa Horizon Universal with VVF for VDI as add-on concurrent user licenses (10 concurrent users), and one core license of Omnissa Horizon Universal with VVF for VDI supporting 50 concurrent users. The current environment comprises up to 500 usable VDI workstations with a minimum of 350 concurrent daily users.
Bidders must provide new and unused software, include screenshots of Manufacturer's Suggested Retail Price (MSRP), supply estimated ship dates and lead times, and furnish all relevant licensing agreements, End User License Agreements (EULAs), Enterprise License Agreements, and Acceptable Use Policies for state review and approval. Responses must remain valid for at least 90 days following the bid due date. The award will be made to the responsive and responsible Master Contractor offering the most advantageous proposal considering price and conformance with scope.
Place of performance is SHA's Baltimore office (707 N. Calvert Street) with on-site contact Rodney McCoy. Questions are due March 3, 2026 at 2:00 p.m. EST to Kimberly Anderson. Addendum 1, issued March 2, 2026, revised lines 6 and 7 of the bid form.
Opportunity text
The Office of Information Technology is requesting to purchase Omnissa maintenance support for Horizon and Workspace One. The reason for this purchase is to license and support our Current Virtual Desktop infrastructure that has up to 500 usable workstations. Currently, during the day, at least 350 people use the service for everyday workstation and application needs. Without Omnissa, SHA would lose support for VDI and WS1.
