About this opportunity

Oliver Township Municipal Authority is soliciting bids on the replacement of approximately 90 linear feet of gravity wastewater carrier pipe and precast manhole risers crossing Norfolk Southern Railroad right-of-way on North Front Street, with bids due August 26, 2026, and a non-mandatory pre-bid conference on August 13.

The project involves replacement of the sanitary sewer main within an existing 16-inch steel casing at two railroad grade crossings (506595J and 506596R at milepost NS 132) in Oliver Township, Perry County, Pennsylvania. Work includes installation of 8-inch truss pipe with stainless steel spacers and end wraps, replacement of two sanitary manhole structures (MH#114 and MH#115) in kind, and a 4-inch PVC cleanout positioned 2.5 feet above ground. Construction must comply with Norfolk Southern Railroad specifications and American Railway Engineering and Maintenance of Way Association standards. Excavation pits measure 10 feet by 30 feet with specified shoring requirements in three zones; blasting is prohibited. Substantial completion is required within 30 calendar days, with final completion and payment readiness within 60 calendar days.

Bids must be submitted on a lump-sum basis electronically through PennBid by 10:00 a.m. on August 26, with public opening at 6:30 p.m. on August 27. A bid bond equal to 10 percent of the maximum bid price is required. Monthly payments are made at 90 percent of completed work value with 10 percent retainage until 50 percent completion is achieved, then 5 percent retainage thereafter; upon substantial completion, payments increase to 95 percent less the engineer's estimate of remaining punch-list items. Liquidated damages are $500 per day for failure to achieve substantial completion and $500 per day thereafter. Work is subject to Pennsylvania Prevailing Wage Act requirements and the contractor must obtain railroad protective liability insurance and provide 48-hour notice to affected properties before construction. The project was financed through a Commonwealth Financing Authority grant.
