About this opportunity

The Florida Department of Agriculture and Consumer Services (FDACS) is pursuing a single-source procurement for specialized agricultural machinery from Oliver and Dahlman Equipment Company, Inc. Specifically, the procurement involves the Model FDH-18 FESCO Hydraulic Hinge Harrow, featuring 11" spacing and a tapered roller bearing assembly with 26" X 5/16" disc. The equipment is intended for use by the Florida Forest Service to maintain and establish fire lines, supporting prescribed burn and wildfire prevention efforts as mandated by Sections 589.04 and 590.02 of Florida Statutes. The procurement is not a traditional bid or proposal process, but a statutorily required fifteen-business-day advertisement for an intended single-source procurement. Prospective vendors who believe they can provide comparable commodities or services must submit relevant information to the contact person by November 13, 2024. The contract will be executed from the date of signing through June 30, 2025, with an estimated contract value up to $43,100.

The procurement is specifically limited to a single source, as Oliver and Dahlman Equipment Company, Inc. is identified as the only known manufacturer of the required equipment model. No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the documentation. The procurement is restricted to vendors who can demonstrate capabilities equivalent to or matching the specific equipment specifications. The justification for single-source procurement has been approved by multiple FDACS officials, including David Sechrist (Forest Area Supervisor), Andy Lamborn (District Manager), Stephanie Bergozza (Purchasing Director II), and Joey B. Hicks (Director of Division of Administration). If FDACS determines after vendor responses that the commodities or services are indeed available only from a single source, they will post a notice of intended agreement on the Vendor Information Portal pursuant to Section 120.57(3) of Florida Statutes. The procurement is specifically focused on Leon County and will support the Florida Forest Service's critical fire management infrastructure.
