About this opportunity

The Illinois Department of Natural Resources, Office of Law Enforcement (Conservation Police), is issuing a procurement solicitation for the replacement and installation of one 150-horsepower outboard boat motor for a 2013 Sea Ark 2072 V Pro Center Console boat currently in use. The specified deliverable is a brand new, unused 150HP four-stroke inline 4-cylinder engine with DOHC 16-valve configuration, remote steering, power trim and tilt, black color, 2-stage gear reduction, offset drive shaft, water-in-fuel sensor, low oil pressure sensor, weighing 450-520 pounds minimum, and equipped with a functional hour meter and factory-installed service access door. The vendor must be a licensed boat dealer and certified vendor for the motor manufacturer, provide a minimum 3-year manufacturer's warranty on the outboard, supply two copies of operator and maintenance manuals, provide training on equipment operation and maintenance, and maintain authorized service capability within 60 miles of IDNR Headquarters in Springfield, Illinois. All installation costs, fees, and associated expenses must be included in the bid submission, and the boat motor must be fully installed and ready for pickup by June 30, 2026. Bids are due May 5, 2026, and must be submitted electronically through the BidBuy platform; vendors should direct questions to Melanie.N.Dodd@Illinois.gov. The evaluation criteria require that the prime contractor complete a minimum of 51 percent of the work, and all equipment must be new, unused, and free from defect.

The procurement documents do not specify any set-aside designations for disadvantaged enterprises or restrictions on organizational types eligible to bid, nor do they identify any incumbent vendors or current contractors. The solicitation does not indicate an explicit award value or budget range; pricing is to be determined through competitive bidding. Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability coverage of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Invoicing must comply with the Illinois Prompt Payment Act, with a deadline of July 31st for expenses incurred through June 30th of any year. The contract is contingent upon appropriation of funds by the Illinois General Assembly, and the State reserves the right to suspend or terminate the contract if sufficient funding is unavailable or may terminate for convenience with thirty days' written notice.
