About this opportunity
The State of Illinois is soliciting bids for OLE Boating Safety Training Courses for CPOs (Certified Public Officials) through SPSSC under small-purchase sole-source conditions, with proposals due August 11, 2026. This is a sole-source procurement, which eliminates competitive bidding and restricts participation to a single qualified vendor.
All vendors must execute the State of Illinois Standard Certifications (v26-27), which impose 34 mandatory compliance requirements covering legal entity status, criminal history restrictions, financial obligations to the state, tax compliance, labor standards, environmental compliance, and ethical business practices. Key certifications require vendors to confirm absence of default on educational loans, no receipt of restricted early-retirement incentives, valid legal entity status, compliance with collective bargaining obligations where applicable, no criminal convictions related to bribery or felonies (subject to a five-year completion requirement for certain felony convictions), no delinquency on state debts, Illinois Use Tax compliance, and drug-free workplace status for contracts exceeding $5,000. Vendors must also post employment vacancies on IllinoisJobLink.com and comply with federal and state labor, environmental, and procurement regulations. Certification compliance is required for the entire contract term and any renewal periods, with mandatory status updates by January 1 each fiscal year for contracts exceeding one year. Failure to maintain compliance or providing false information results in contract voidance, suspension, debarment, denial of payment, civil fines, and criminal penalties.
The State of Illinois Standard Terms and Conditions (v23.2) require vendors to maintain commercial general liability insurance of $1 million per occurrence and $2 million annual aggregate, plus workers' compensation insurance as required by law. The State retains termination-for-convenience rights with 30 days' notice or immediate termination for cause including health/safety jeopardy or material breach. All work product and intellectual property become sole property of the State. Vendors must maintain audit-ready records for three years post-payment (five years if federal funds are used) and submit invoices by July 31 for work through June 30.
