About this opportunity

The Oregon Liquor and Cannabis Commission (OLCC) is requesting proposals for a financial and compliance audit of monthly disbursements under RFQ S-84500-00016514, with proposals due April 24, 2026 at 5:00 PM via OregonBuys. This is a best-value procurement; questions are due April 15, 2026 at 8:00 AM.

The scope covers validation of the accuracy, classification, and source-of-funds compliance for all monthly disbursements to the Oregon General Fund, cities, and counties from July 1, 2025 to present. The audit includes internal control evaluation and recommendations to improve OLCC's distribution model and oversight processes but excludes attestation work and full recalculations unless discrepancies are identified. Deliverables span five phases: Project Initiation & Planning, Documentation & Controls Review, Monthly Distribution Validation, Controls Assessment & Recommendations, and Reporting & Closeout, culminating in a final audit report and executive summary presentation. The contractor must populate a provided cost template with staff position titles, hourly rates, and hours allocated to each task component.

The not-to-exceed contract value is $200,000 over an estimated 2–4 month term. Contractors bill monthly based on accepted deliverables; scope changes require written amendment.

Evaluation uses weighted best-value criteria: demonstrated skill and experience (35 points), proposed approach (20 points), availability (25 points), references (10 points), and proposed cost (10 points). Proposals must include a detailed project approach, tentative schedule with estimated hours per key person, firm experience narrative, one-page resumes and hourly rates for all key personnel, staff-availability confirmation, and descriptions of up to two similar projects completed within the last three years (preferably for Oregon State agencies) with references. The OLCC reserves the right to interview the top two scoring contractors. Award notice and a seven-day protest window follow.
