About this opportunity

Drumright Independent School District 39 in Oklahoma is requesting proposals for point-to-point broadband data connections linking four school sites to a hub at Drumright High School, with proposals due November 12, 2026 and service required by July 1, 2027. Vendors must comply with FCC Form 498 requirements (valid SPIN and FCC registration number) and maintain green light status; those under red light status may be disqualified.

The scope covers WAN connections from Drumright Alternative Education, VO-Ag Barn Classroom Annex, Drumright Weightlifting/Gym Annex, and VO-Ag Classroom Annex to the hub at 510 S. Skinner Ave, Drumright, OK 74030. Vendors must propose on all connections or face disqualification. Initial bandwidth shall be 1 Gbps at endpoint recipients, with cost-effective evaluation pricing provided for 1 Gbps to 5 Gbps at multiple locations. All proposals must include detailed incremental per-port pricing for capacities from 1 Gbps up to 25 Gbps. Vendors must specify service type, mode of delivery, FROM/TO addresses, contract term, and all costs including monthly service fees, leased equipment, one-time construction/installation charges, and estimated taxes and surcharges, with installation and monthly recurring charges clearly separated. Contracts must permit bandwidth increases to 25 Gbps throughout the term as modifications without extending the contract term; allow site additions and changes; permit 30-day cancellation without penalty if a site closes; and accommodate month-to-month interim pricing if the awarded vendor differs from the incumbent. Contract terms are month-to-month with one-year initial term and up to four voluntary annual renewals.

The district will apply for E-Rate funding through the FCC's Schools and Libraries Program via USAC, contingent on approval. Vendors must identify the E-Rate eligibility percentage for each line item and confirm manufacturer eligibility. Vendors must also comply with Oklahoma Universal Service Fund eligibility standards and file OUSF support requests within 90 days of service commencement.

Evaluation criteria weight price of E-Rate eligible items (30 points, primary factor), other costs (5 points), prior experience and references (20 points), personnel qualifications (10 points), responsiveness (15 points), and technical merit including service level agreements (20 points). Questions are due October 9, 2026 at 2:00 p.m. Central Time, with answers posted by October 14.
