About this opportunity

Palm Beach County Board of County Commissioners, Purchasing Department, issued Invitation for Bid (IFB) #22-010R/ZG for the purchase and delivery of oils, lubricants, and fluids under a 12-month term contract with options to renew for four additional 12-month periods. The solicitation encompasses eight distinct lots covering motor oils (multi-grade diesel, 2-cycle, and multipurpose), hydraulic oils, grease, coolant/anti-freeze fluids, Lubriplate products, multi-purpose lubricants, synthetic oils, and automatic transmission fluid approved for Allison transmissions, with estimated 12-month quantities ranging from 25 spray cans to approximately 10,497 gallons of bulk diesel motor oil. Bidders were required to submit sealed bids to the Palm Beach County Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199, with a submission deadline of May 26, 2022, at 4:00 p.m. local time. Pricing must be firm and fixed with all delivery, shipping, and handling charges included in unit prices; water quality tax will be invoiced separately. Delivery is required within three business days for most locations and within ten business days for the County Purchasing Warehouse located at 2455 Vista Parkway, West Palm Beach, FL 33411. All products must meet or exceed industry standards including API, ASTM, and NFPA requirements, be delivered in properly labeled containers, and consist of virgin products, with re-refined products explicitly prohibited. Bidders must maintain current Florida state certifications and licenses, register as vendors in the County's Vendor Self Service (VSS) system, and comply with the Palm Beach County Criminal History Records Check Ordinance.

Awards will be made on an item-by-item basis to the lowest, responsive, responsible bidder within each lot, subject to applicable Small/Minority/Women-Owned Business Enterprise (S/M/WBE) utilization requirements and local preference provisions offering a 5% preference to Palm Beach County-based businesses or Glades-based businesses serving the Glades. The County reserves the right to reject any or all bids, conduct product testing at the bidder's expense, and return non-conforming items at the bidder's cost. No incumbent vendors or budget values were specified in the solicitation documents. All renewal periods are contingent upon mutual written agreement and appropriation of funds by the Board of County Commissioners. Bidders must ensure compliance with all stated requirements regarding product standards, certification, vendor registration, and criminal history background checks prior to bid submission.
