Palm Beach County's Purchasing Department issued Invitation for Bid #16-060/KM on July 11, 2016, for the purchase and delivery of oils, lubricants, and fluids under a term contract. The procurement solicits bids for six distinct product lots including Motor Oil Multi-Grade Diesel 15W-40 CJ-4 (LOT A) in quantities totaling 14,929 units across various container sizes and bulk volumes; Motor Oil Duron-E XL Synthetic Blend 15W-40 CJ-4 with no substitutes permitted (LOT B); Hydraulic Oil AW-68 (LOT C); Coolant/Anti-freeze Extended Life 50/50 (LOT D); Grease Multipurpose with Lithium Hydroxystearate (LOT E) in 120 cartridges; and Lubriplate Products with no substitutes (LOT F) in 120 units each. All products must be virgin lubricants free from defects and must meet or exceed specified industry standards including API, AGMA, NLGI, and SAE requirements. Bidders must submit sealed responses by August 4, 2016, at 4:00 p.m. local time to the Palm Beach County Purchasing Department, with pricing submitted on a firm and fixed basis including all delivery, off-loading, labor, equipment, and transportation costs to multiple County locations. The award shall be made on a lot-by-lot basis to the lowest responsive and responsible bidder, with the successful contractor required to maintain Commercial General Liability Insurance of $500,000, Business Auto Liability Insurance of $500,000, and Workers' Compensation Insurance in compliance with Florida Statute Chapter 440. The contract shall be a twelve-month term contract with options to renew for four additional twelve-month periods subject to mutual written agreement and Board approval, and successful bidders must deliver products within three business days of order receipt while assuming full responsibility for spillage cleanup per EPA specifications.
The procurement requires a minimum of 15 percent Small Business Enterprise (SBE) participation across all solicitations and alternates, with bidders required to submit Schedule 1 and Schedule 2 documentation outlining SBE subcontractor participation and letters of intent, with subsequent payment tracked through Schedules 3 and 4. All bidders must be registered in the County's Vendor Self Service (VSS) system, obtain a Local Business Tax Receipt unless exempt by law, and comply with the Palm Beach County Criminal History Records Check Ordinance. Bidders are required to bid on all items within a lot to be considered responsive, with minimum order requirements of two cases for packaged products, one unit for pails, drums, or totes, and 75 gallons for bulk deliveries. The successful bidder must maintain clean, properly labeled containers and coordinate pickup of empties within five business days. The solicitation document does not identify any incumbent vendors or specify a budget range or estimated award value.
