About this opportunity

The Missouri Department of Transportation (MoDOT) has issued an Invitation to Bid (IFB) for Oil Distributors, seeking qualified vendors to provide 1,750-2,000 gallon and 3,000 gallon oil distributors with cab/chassis for multiple delivery locations across Missouri. The procurement covers base units with optional features including stainless steel flue liners, LPG burners, LED lights, heated asphalt pumps, and sliding/folding spray bars. Bidders must submit detailed specifications, descriptive literature, and product information for evaluation. The solicitation's evaluation criteria will comprehensively assess bids across five key areas: base and options costs (50 points), warranty coverage and unit features (20 points), location and past performance of parts/service dealers (20 points), delivery timeline (5 points), and other response information (5 points). The bid period runs from September 3, 2021, to September 23, 2021, with bids due by 2:00 PM CDT, and the contract will commence upon award and run through September 30, 2024, with potential for two one-year renewal periods. Delivery destinations include multiple MoDOT facilities in cities such as St. Joseph, Macon, Hannibal, Lee's Summit, Jefferson City, Chesterfield, Joplin, Springfield, Willow Springs, and Sikeston.

The IFB encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Cooperative purchasing options are available for Missouri counties, cities, and other political entities to utilize the resulting contract. Vendors must provide training on equipment operation and maintenance, and all equipment must be new. The solicitation includes a Buy American preference of 10% for qualifying products manufactured in the United States. While specific award values are not explicitly stated, the multiple award contract structure suggests that no single vendor will be guaranteed all items, and individual MoDOT delivery destinations will have discretion in purchasing decisions. Pricing terms include FOB destination delivery with Net 45 days payment, and vendors may request price increases during the contract period, subject to MoDOT's approval. Additionally, vendors must submit completed Buy America certification and Anti-Discrimination Against Israel Act certification forms with their responses.
