About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Oil Distributors through a multiple-award bid solicitation (IFB605CO18000396). The procurement seeks two primary configurations of oil distributors: 1750-2000 gallon and 3000 gallon units, with options for MoDOT-provided or vendor-supplied cab/chassis. Bidders can offer various optional features including LPG burners, sliding spraybars, diagnostic software, LED lighting packages, and removable tank systems. The bid evaluation criteria will assess vendors based on base and options costs (50 points), warranty coverage and unit features (30 points), location of parts and servicing dealers (10 points), delivery timeline (5 points), and other response information (5 points). The initial contract period will run from the award date until September 30, 2018, with MoDOT reserving the right to extend the contract for up to three additional one-year renewal periods. The bid submission period was from September 5, 2017, to September 26, 2017, with bids due by 3:00 PM CDT, and individual delivery destinations will have discretion over purchasing decisions.
The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Vendors must be registered in the MissouriBUYS system to participate in the bid process, and cooperative purchasing is available to Missouri counties, cities, and other political entities. The bid includes provisions for payment via state purchasing card and allows for potential price escalations during renewal periods, subject to MoDOT approval. Pricing must be submitted as a net delivered, firm price, with FOB destination terms and net 45-day payment conditions. Liquidated damages of $100 per day per item will be assessed for late deliveries. While specific budget ranges are not explicitly stated, the multiple-award structure suggests flexibility in vendor selection and potential contract values. The solicitation emphasizes that awards will be made to the lowest and best bids that comply with specifications, with a focus on comprehensive value beyond just price.
