About this opportunity
The Missouri Department of Natural Resources, through the Office of Administration Division of Purchasing, is establishing a Qualified Vendor List (QVL) for oil and gas well plugging and remediation services under RFP STATE 0000000533SL, with proposals due August 21, 2026, at 2:00 PM Central Time.
The contract is funded through the Bipartisan Infrastructure Law's orphaned well program. Work encompasses six service categories — scouting, site access and preparation, well plugging, equipment removal, remediation, and land reclamation — across six geographic regions throughout Missouri. Incumbent contractors holding current contracts MS260393001, MS260393002, and MS260393003 must submit new proposals to continue; existing contracts terminate upon QVL award.
Contractors must meet minimum qualifications: one year of experience with Missouri Oil and Gas Regulations and DOI Methane Measuring Guidelines; five years in well plugging and remediation for applicable categories; a Project Manager with five years of oil and gas plugging experience; and an environmental professional certification. All work is performed for the Missouri Geologic Survey, Oil and Gas Section in Rolla, Missouri.
Pricing is firm and fixed on a per-Statement of Work basis, with evaluation using cost-based or weighted criteria-based methodologies at the state's discretion. The state does not reimburse taxes, shipping, insurance, or costs beyond the quoted price. Contractors must comply with federal requirements under 2 CFR Part 200, prevailing wage standards under Missouri regulation 10 CSR 50-2.060, drug-free workplace provisions, debarment certifications, the Byrd Anti-Lobbying Amendment, and single audit requirements if federal awards expended exceed the threshold. Insurance must name the state as additional insured.
The contract term is one year effective upon award, with four optional one-year renewals at the Division of Purchasing's sole discretion. The state reserves the right to add additional contractors through future procurements and to terminate agreements for convenience with thirty days' written notice or immediately for material breach. Financial records must be retained for five years.
