About this opportunity
The State of Missouri, Office of Administration, Division of Purchasing on behalf of the Department of Natural Resources is requesting proposals to establish a Qualified Vendor List (QVL) for oil and gas well plugging and remediation services across six service categories and multiple regions throughout Missouri, with proposals due August 7, 2026 at 2:00 PM Central Time (Amendment No. 02 extended the original July 27 deadline).
The scope spans scouting, site access and preparation, well plugging, equipment removal, remediation, and land reclamation services across Central, Western, Eastern, Northeast, Northwest, Southeast, and Southwest regions as shown in the attached regional map. Vendors may propose one or more service categories. Minimum experience requirements include one year of Missouri Oil and Gas Regulations and Department of Interior Methane Measuring Guidelines experience for all services; five years of oil and gas well plugging and remediation experience for well plugging services specifically; and appropriate experience levels for other categories. Vendors must demonstrate ArcGIS software proficiency for geospatial data collection, pass background checks, comply with E-Verify work authorization, and maintain general liability insurance naming the state as additional insured. Prevailing wage requirements under Missouri law apply.
The contract period runs from award through June 5, 2027, renewable for up to four additional one-year periods. Pricing shall be firm and fixed in awarded Statements of Work responses. The state will conduct cost-based evaluation using a 200-point scale, with preference points available for Minority Business Enterprise/Women Business Enterprise participation, Organizations for the Blind and Sheltered Workshop participation, and Missouri Service-Disabled Veteran Business Enterprise participation commitments. Vendors already awarded contracts under STATE 0000000393SL need not resubmit unless proposing additional regions or service revisions.
The contract is funded in part by the Bipartisan Infrastructure Law. Initial Grant funds support assessment of 1,960 abandoned oil and gas wells; Formula Grant funds are planned for plugging activities. Contractors must comply with federal requirements including OMB Uniform Administrative Requirements, federal debarment certifications, the Byrd Anti-Lobbying Amendment, Drug Free Workplace Act, civil rights statutes, and the Trafficking Victims Protection Act. Proposals must be submitted electronically through MissouriBUYS. No site visits or bidder conferences are scheduled.
