About this opportunity
The Missouri Department of Natural Resources, through the State Office of Administration Division of Purchasing, is establishing a Qualified Vendors List (QVL) for Oil and Gas Well Plugging and Remediation Services across Missouri regions, with proposals due August 3, 2026 at 2:00 p.m. Central Time via MissouriBUYS/MOVERS. Preference points apply for Minority/Women Business Enterprise, Organizations for the Blind/Sheltered Workshops, and Missouri Service-Disabled Veteran Business Enterprise participation.
Vendors may propose services in one or more of six categories — Scouting, Site Access and Preparation, Well Plugging, Equipment Removal, Remediation, and Land Reclamation — across eight designated Missouri regions (Central, Western, Eastern, Northeast, Northwest, Southeast, Southwest, and one additional region as shown in Attachment 1). Contractors must meet minimum experience requirements: one year with Missouri Oil and Gas Regulations and DOI Methane Measuring Guidelines, with category-specific experience ranging from one to five years depending on the service proposed. Prevailing wage requirements apply under section 290.250, RSMo. Federal funding derives from the Bipartisan Infrastructure Law's orphaned well plugging program; the state is plugging 242 Carmel Energy, Inc. lease-associated wells using Formula Grant and Phase 1 Formula Grant funds.
The contract period runs from the effective date through June 5, 2027, with renewal options for up to four additional one-year periods. Services are FOB destination to the Missouri Department of Natural Resources, Missouri Geologic Survey, Oil and Gas Section in Rolla. Once awarded to the QVL, vendors will respond to individual Statements of Work through competitive bidding; pricing and final evaluation criteria are determined at that stage. The state reserves the right to add additional contractors through subsequent procurement processes and may terminate contracts for convenience with thirty days' notice or for cause without penalty. Contractors must comply with federal subrecipient requirements, including OMB Uniform Administrative Requirements (2 CFR Part 200), federal debarment certification, Byrd Anti-Lobbying restrictions, Drug Free Workplace Act, and single-audit obligations where applicable.
