About this opportunity
The Missouri Office of Administration, Division of Purchasing, on behalf of the Department of Natural Resources, is requesting proposals to establish a Qualified Vendor List (QVL) for oil and gas well plugging and remediation services statewide, with proposals due August 19, 2026 at 2:00 PM Central Time. This is the third amendment to RFP STATE 0000000489SL, originally posted July 13, 2026.
Contractors must be registered in MissouriBUYS in "Prospective" or "Spend Authorized" status to submit; award requires achievement of "Approved" and "Spend Authorized" status. Bonus preference points are available for Organizations for the Blind/Sheltered Workshops and Missouri Service-Disabled Veteran Business Enterprises.
The scope covers six service categories — Scouting, Site Access and Preparation, Well Plugging, Equipment Removal, Remediation, and Land Reclamation — across six regions statewide (Central, Western, Eastern, Northeast, Northwest, Southeast, Southwest). Minimum experience requirements include one year with Missouri Oil and Gas Regulations and Department of Interior Methane Measuring Guidelines for all services. Well plugging and remediation services require five years of documented experience in oil and gas well plugging and environmental remediation. Contractors must maintain ArcGIS software capability for geospatial data collection.
The contract period runs from the effective date through June 5, 2027, with four optional one-year renewals at the state's sole discretion. Pricing must be firm and fixed; the state bears no liability for taxes, shipping, insurance, or other expenses. The state will issue individual Statement of Work (SOW) requests to awarded QVL contractors, with typical ten-business-day response windows and evaluation on lowest cost meeting minimum requirements.
Federal funding derives from the Bipartisan Infrastructure Law (Public Law 117-58) for assessing 1,960 abandoned wells and plugging those wells plus 242 wells associated with the Carmel Energy, Inc. lease. Contractors must comply with prevailing wage requirements under Missouri Code 290.250, maintain E-Verify enrollment, complete construction safety training within sixty days of start, and retain financial records for five years. Current contracts MS260393001, MS260393002, and MS260393003 will be terminated upon award; vendors holding those contracts must submit responses to continue providing services. Submissions are electronic through MissouriBUYS at https://missouribuys.mo.gov.
