About this opportunity

The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking a qualified contractor to conduct comprehensive mock surveys and on-site consultations for its six regional psychiatric hospitals located in Athens, Cincinnati, Columbus, Massillon, Northfield, and Toledo. The procurement involves evaluating hospital compliance with CMS and Joint Commission Standards of Care across multiple domains including accreditation, environment of care, emergency management, human resources, infection prevention, and leadership standards. Each hospital will require a minimum of three survey days, with the contractor expected to perform detailed reviews of policies, procedures, medical records, and organizational processes. The contractor must demonstrate a minimum of five years of experience reviewing CMS/Joint Commission Hospital and Behavioral Health Standards and understanding the Survey Readiness Process. The evaluation will be point-based, with a maximum score of 500 points across categories including experience, technical approach, and cost, with a minimum acceptable score of 320 points to be awarded the contract. Proposals are due by April 10, 2025, and must be submitted through the Ohio|Buys website, with the contract covering State Fiscal Year 2026 (July 1, 2025 through June 30, 2026).

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contractor is required to not be subject to an "unresolved" finding for recovery under Section 9.24 of Ohio Revised Code. Travel and associated expenses are expected to be encompassed within the overall contract deliverables cost. The contract will be subject to funding availability and potential approval by the State of Ohio Controlling Board if contractual expenditures exceed $50,000. While specific budget ranges are not detailed in the documentation, the comprehensive nature of the mock surveys across six hospital locations suggests a significant contract value. The successful contractor will be required to provide a preliminary report of findings and recommendations during an exit conference, followed by a final written report sent electronically within three business days, and participate in a follow-up conference call to review findings and address any questions from the hospitals or central office.
