About this opportunity

The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking a qualified contractor to provide comprehensive Assertive Community Treatment (ACT) fidelity review and technical assistance services. The procurement involves conducting up to fifty annual fidelity reviews of Ohio behavioral health providers using the Dartmouth Assertive Community Treatment Scale, with requirements to perform annual reviews for existing teams within twelve months and initial reviews for new teams within sixty days of request. The contractor will be responsible for extensive training activities, including up to four 120-minute monthly webinars, developing three new webinars annually, hosting six monthly specialist calls, and providing targeted team-based consultation. Key deliverables include monthly status reports on ACT teams, submission of fidelity review reports within three days of request, and quarterly reports detailing training activities and program trends. The contractor must demonstrate documented experience in performing fidelity reviews, conducting training, and providing technical assistance for ACT implementation. The solicitation was posted on February 11, 2025, with proposals due by February 13, 2025, and requires the contractor to be available during standard business hours with 48-hour response times for technical inquiries.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are identified in the documentation, and there are no specific details about existing infrastructure or technology integration requirements. The contract requires the selected contractor to serve as a subject matter expert on ACT services, with responsibilities extending to providing technical assistance to OhioMHAS staff, participating in up to 120 hours of consultation annually, and supporting the Ohio Department of Medicaid with client fair hearings. While no specific budget range or award value is disclosed in the procurement documents, the extensive scope of work suggests a substantial contract that would require significant organizational capacity. The contractor must not be subject to an "unresolved" finding for recovery under Section 9.24 of Ohio Revised Code, which serves as a key eligibility criterion. The contract will require a comprehensive approach to supporting and improving ACT services across Ohio's behavioral health provider network.
