About this opportunity

The Ohio Department of Health (ODH) is seeking a vendor to provide technical assistance for the National Diabetes Prevention Program (National DPP) Employer Coverage Technical Assistance project, specifically targeting Adams County and other selected Ohio regions. The primary objective is to increase availability of the National DPP lifestyle intervention as a covered health benefit for employees and dependents at high risk for type 2 diabetes. The selected vendor will be required to work with two self-funded employers to pilot the program, develop comprehensive work plans, engage in community conversations with employers and health plans, and submit detailed technical assistance logs, quarterly work plan updates, quarterly data reports, and an annual project summary report. Proposal evaluation will be conducted using a 750-point scoring system, with 500 points allocated to the technical proposal, 200 points to the cost proposal, and 50 points to the Minority Business Enterprise (MBE) set-aside. The solicitation was posted on August 26, 2025, with proposal inquiries accepted until September 22, 2025, and final proposals due by September 30, 2025. The contract period spans from November 1, 2025, to June 29, 2027, with an optional 12-month renewal through June 29, 2028.

The procurement includes specific set-aside provisions for Minority Business Enterprises (MBE) and Veteran-Friendly Business Enterprises (VBE), with contractors able to earn up to 50 points based on MBE participation percentages. Vendors must be capable of addressing Ohio's high diabetes prevalence, with the state ranking 40th in diabetes and 38th in cardiovascular deaths, and focus on populations with higher diabetes risk, including low-income groups, Black populations, and those in the Appalachian region. The estimated budget is $150,000 not to exceed per contract period, with only one award anticipated. Contractors must provide comprehensive documentation, including company and project narratives, key personnel details, references, and a detailed implementation plan. The proposal will remain firm for 90 days, and ODH reserves the right to reject any proposal, negotiate terms, or cancel the RFP process. Potential vendors face financial penalties for non-compliance with MBE set-aside commitments, with up to 10% of the MBE set-aside amount at risk through invoice deductions.

Opportunity text

The Diabetes Prevention and Management Program (DPMP) in the Bureau of Health Improvement and Wellness at the Ohio Department of Health (ODH) received a cooperative agreement from the Centers for Disease Control and Prevention (CDC) to fund diabetes prevention and management activities. The goal of the ODH DPMP is to support implementation of evidence-based strategies and interventions to decrease risk for type 2 diabetes among adults with prediabetes, and improve self-care practices, quality of care, and early detection of complications among people with diabetes in Ohio and among selected priority populations to achieve improved health outcomes and reduce health disparities. The objective of this project is to increase availability of the National DPP lifestyle intervention as a covered health benefit for employees and covered dependents at high risk for type 2 diabetes. To accomplish this, ODH will contract with a vendor that will provide technical assistance to employers and health plans to: 1) pilot the National DPP for their employees and/or covered beneficiaries, and 2) work toward adding the National DPP as a covered medical benefit.
