About this opportunity
Oglethorpe County Board of Commissioners is requesting bids for turnkey design and installation of an irrigation system expansion at the Oglethorpe County Recreation Department, 34 Lakeshore Drive, Crawford, Georgia, with sealed bids due November 2, 2026 at noon Eastern Time and a mandatory pre-bid walkthrough required between October 13 and October 15.
Attendance by an authorized bidder representative at the pre-bid walkthrough is mandatory for bid eligibility. The scope encompasses complete design, permitting, utility coordination, trenching, piping installation, electrical and control work, testing, and restoration across approximately 7,000 linear feet of PVC piping in multiple sizes for softball, utility, baseball, and mainline areas. Material specifications include electric valves, rotors, decoders, a Hunter ICC2 8-station base controller with wireless modules, and all associated fittings and accessories. The contractor must complete all work within 30 calendar days following Notice to Proceed and provide a minimum one-year warranty after final acceptance.
No contract value range is disclosed, though the County anticipates the administrative estimate will remain below the $250,000 mandatory public-works bond threshold, which eliminates bid, performance, and payment bond requirements. This is a fixed-price ITB to the lowest responsive and responsible bidder. Bidders must carry Commercial General Liability insurance of at least $1 million per occurrence and $2 million aggregate, auto liability of $1 million combined single limit, Georgia statutory workers' compensation, and employer's liability of $100,000/$500,000/$100,000 before Notice to Proceed. Contractors must submit a notarized E-Verify affidavit, proof of applicable licensing, three relevant references, and identification of any known subcontractors. Written technical questions are due October 23, 2026 at 5:00 PM Eastern Time. Board consideration of award is anticipated at the November 2 meeting, subject to Board approval. All work is contingent on available appropriated funds and execution of a written Construction Agreement.
