About this opportunity

The Florida Fish and Wildlife Conservation Commission is requesting sealed bids for three 25- to 27-foot offshore center console research vessels under ITB FWC 26/27-17, with bids due October 1, 2026 at 2:30 p.m. ET and anticipated award October 5, 2026.

Vessels must be fiberglass-over-non-wood composite with full V-design hulls, fully compliant with United States Coast Guard and American Boat and Yacht Council standards. Each vessel will feature a center console equipped with electronics, comprehensive safety and lighting systems, hydraulic steering, trim tabs, and dual bilge pumps. All vessels will be powered by FWC-supplied 200 hp Yamaha stern-mounted engines. The contract requires complete fabrication, assembly, rigging, installation of FWC-furnished equipment, testing, delivery, and training; subcontracting is not permitted. The first vessel must be delivered no later than June 30, 2027, with additional vessels ordered on an as-needed basis according to annual appropriations.

The estimated budget is $285,000 for the three-vessel contract term of three years from Purchase Order issuance. Payment follows a four-milestone schedule: 50 percent upon hull completion, 30 percent upon component completion, 10 percent upon engine installation, and 10 percent upon final delivery. Award goes to the responsive, responsible bidder submitting the lowest total price.

Bidders must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening, be licensed vessel manufacturers or authorized dealers, and provide a minimum of three verifiable references for similar marine vessel projects completed within the past five years. Written questions are due September 21, 2026 at 5:00 p.m. ET, with responses anticipated by September 24. Public bid opening is October 1, 2026 at 2:30 p.m. ET and may be attended in person or via teleconference. All bids must be submitted in sealed envelopes; digital submissions are not accepted.
