About this file
This is Addendum No. 2 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the procurement of offshore research vessels. The addendum addresses questions and answers submitted by potential bidders regarding Solicitation FWC 26/27-17, "Offshore Research Vessel(s)." The FWC is requesting sealed bids for three 25- to 27-foot offshore center console research vessels, with each vessel to be ordered as needed over a three-year contract period. Written responses to the solicitation must be received no later than 2:30 p.m. ET on Thursday, October 1, 2026. The anticipated award date is October 5, 2026, with the first vessel delivery required no later than June 30, 2027.
Addendum No. 2 clarifies three critical specifications through the questions and answers process. First, the FWC confirmed that vessel hulls must be constructed of fiberglass over non-wood composite material and will not consider alternative materials such as marine-grade aluminum. Second, the addendum specifies that the deck and console must be capable of supporting a T-top with electronics box to be installed after vessel delivery, with the T-top to cover the console and bench seat at a minimum. Third, and most significantly, the addendum clarifies that the estimated budget of $285,000 represents the total available funding for all three vessels over the three-year contract period, with no single vessel to exceed $95,000. The total contract budget of $285,000 will be distributed across three vessels ordered on an as-needed basis according to annual appropriations and available funding.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
The Scope of Work specifies that the hull be constructed of fiberglass over non-wood composite material. We would like to ask whether the Commission would consider a bid proposing a marine-grade aluminum hull as an alternative to fiberglass construction, provided the vessel otherwise meets or exceeds all other minimum specifications (hull/overall length, beam, gunwale height and reinforcement, USCG/ABYC compliance, etc.).
ANSWER #1
We are currently only considering fiberglass over non-wood composite.
QUESTION #2
8.14. Deck and console shall be capable of supporting T-Top with electronics box.
Nowhere does it say you want a top.
1.T-Top with soft top?
2.T-Top with hard top?
3.Half tower soft top?
4. Half tower Hard top?
ANSWER #2
The deck and console shall be capable of supporting a T-Top with electronics box, to be added after the completion and delivery of vessel to FWC. The intended addition would be a T-top that covers the console and bench seat, at a minimum.
QUESTION #3
The ITB indicates it is for three (3) vessels, “each ordered as needed.”
The estimated budget is $285,000.
Is this estimate budget for each boat or ALL three?
We assume it is for the first boat (or each of the three boats).
ANSWER #3
The estimated budget of $285,000 would be the total available for three boats over a three-year period. The amount per boat should not exceed $95,000.
