About this opportunity

Washington's Department of Enterprise Services has issued a Request for Information for intrastate office relocation services, with survey responses due November 12, 2026. This is a Do Not Bid notice: it seeks vendor input on draft solicitation documents, and its release does not obligate the State to award a contract. The solicitation notes that reserved awards may be made available to responsive, responsible bidders qualifying as Washington Small Businesses or Washington Certified Veteran-Owned Businesses, though the draft contract indicates no specific set-asides.

The new statewide contract under RCW 39.26 replaces expiring contract 09120 Office Relocations, effective February 28, 2027. It serves state agencies and Contracts Usage Agreement members, and the draft extends eligibility to institutions of higher education, political subdivisions, federal agencies, public-benefit nonprofits, and federally recognized Indian tribes. Two categories are contemplated. Category 1 covers all-inclusive moving with overnight storage, assembly and disassembly of complex furniture and office systems, and decommissioning and removal of obsolete furniture. Category 2 covers core moving with optional overnight storage only, excluding assembly. Awards would be made across six regions (Olympic, Northwest, Southwest, South Central, North Central, and Eastern), with up to three main awards and two reserved awards per category per region. Bidders must hold Washington Utilities and Transportation Commission permits, demonstrate five years of industry experience, and ensure key personnel have three years of experience and permanent employee status.

Historical annual sales total approximately $1.1 million, with top purchasers including Sound Transit and the Departments of Health, Fish & Wildlife, Labor and Industries, and Transportation. The sixty-month term carries prices fixed for the first twelve months, with annual adjustment thereafter by the Bureau of Labor Statistics index PCU484210484210. Contractors would pay a 1.5 percent vendor management fee on purchase prices, excluding sales tax, invoiced quarterly. A performance-based extension is available if the contractor meets specified metrics. Contractors must comply with prevailing wage requirements under RCW 39.12 and Executive Order 18-03 workers' rights provisions. Cost is scored with 1,000 points for the lowest bid, non-cost factors are pass/fail, and a fifty-point preference applies to Executive Order 18-03 compliance. Required insurance includes $2 million per occurrence and $4 million aggregate in commercial general liability.

The formal solicitation is slated for November 2026, and a pre-bid conference is planned. Questions and communications should go to Sarah Smith, Procurement Coordinator, at DESContractsTeamApple@des.wa.gov. Responses are subject to the Public Records Act (RCW 42.56), and DES discourages submission of proprietary or trade secret information.
