About this opportunity
The Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for office furniture to outfit the Downeast Correctional Facility administrative and reentry buildings in Machiasport, Maine, with quotations due August 9, 2021 at 4:00 p.m. Eastern Standard Time through the AdvantageME Vendor Self Service (VSS) electronic procurement system.
The scope encompasses approximately 15 distinct furniture categories — task chairs, guest chairs, dining chairs, lounge chairs, bookcases, lateral files, mobile pedestals, lockers, credenzas, shelving units, exam tables, and workstations — for the administrative building and six bedrooms, community room, dining/visitation area, kitchen, fitness room, and multi-purpose room in the reentry building. Specifications detail manufacturer basis-of-design products from SitOnIt, Herman Miller, National Office Furniture, and Midmark, with allowable substitutions and finishes (powdercoat colors, laminates, upholstery, edge banding). All products must be new and undamaged at installation and include full commercial-use warranties with a minimum one-year guarantee on labor and materials after completion and acceptance. Vendors are responsible for all delivery, storage, installation, waste removal, and temporary protection of existing materials. Installation must be completed no later than October 1, 2021, during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday). On-site work prohibits tobacco and controlled-substance use.
Bidders must submit completed Excel proposal forms, cover letters with bid summaries, plan views and 3D line drawings, completed substitution and alternate forms with supporting documentation, references from five customers within the past three years, and statements of business experience and financial responsibility. Evaluation will be conducted on a "Best Value" basis considering conformity with specifications, delivery dates, and the State's best interest, with award decisions based on lowest price among conforming bids. The State reserves the right not to award to the lowest bidder if documented poor performance exists within the last five years. All deliveries are FOB destination with costs included in the bid. Payment terms are net 30 upon receipt of accurate invoice. The State is exempt from federal, state, and local taxes; quotations must exclude taxes. Proposals may not be withdrawn for 60 calendar days following opening, and unit prices must be held until building occupancy.
