About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, is requesting quotations for one new 4-wheel drive side-by-side ATV through RFQ, with quotations due September 11, 2015 at 2:00 p.m. local time via the AdvantageME Vendor Self Service electronic procurement system.
The ATV must have a 475 cc fuel-injected liquid-cooled four-stroke engine, electric start transmission, independent double wishbone suspension, and hydraulic disc brakes. The awardee must be an authorized Maine ATV dealer capable of providing service. Delivery is to Bolton Hill in Augusta, Maine unless prior arrangements are made.
Quotations must include all delivery and service costs with pricing submitted FOB destination, excluding federal taxes and Maine state sales and use taxes. Evaluation is on a Best Value basis considering conformity with specifications, delivery date, and economic impact on the State. For bids exceeding $100,000, bidders must complete an Economic Impact Form detailing salaries paid to Maine residents, payments to Maine-based subcontractors, state and local tax payments, and charitable contributions; the highest economic impact bidder receives a 10 percent reduction on their total bid for evaluation purposes.
Questions and responses must be submitted through the e-Procurement system's Q&A List tab. All submissions remain valid and binding for 180 days from the bid opening date. The State reserves the right to negotiate with the selected bidder, will not request best and final offers, and maintains the right to award to the next-ranked bidder if negotiations fail.
