About this opportunity

The Florida Department of Highway Safety and Motor Vehicles is soliciting quotes through RFQ-007-26 for an off-duty detail management software application for the Florida Highway Patrol, with responses due November 2, 2026 at 3:00 p.m. ET. Vendors must be registered in MyFloridaMarketPlace under Rule 60-1.0333 F.A.C. The source names no set-aside or preference program.

The required application is a cloud-based, web-accessible system for scheduling and paying off-duty details for troopers, plus administrative functions covering customer relations, personnel payments, customer billing, and reporting. Required features include CJIS-compliant government cloud storage, two-factor authentication, access from personal devices outside the Department network, mobile responsiveness, and 24/7 support. The application must allow unlimited end-user and vendor accounts without additional fees and enforce policy limits of 36 additional hours per week or 16 hours per day for troopers. Vendors must provide at least three former and three current clients with relevant experience, along with proof of workers' compensation and general liability insurance.

The agreement carries no cost to the Department. The selected vendor is compensated through fees charged to hiring entities, and implementation, rollout, and integration are performed at no additional Department cost. The initial term is three years from execution, with an optional renewal of up to three years at the Department's discretion, contingent on satisfactory service and legislative appropriation. The source names no contract value and no incumbent.

Evaluation is based on overall best value, considering the contractor's ability, relevant experience, resource availability, staff quality, and value added. The Department reserves the right to reject all offers. Responses are limited to 50 pages and must include a signed executive summary on company letterhead, qualifications, methodology, a Gantt-chart implementation plan, a training plan, insurance details, payment and remittance processes, technical requirements, and a pricing structure showing all fees and administrative charges to hiring entities. Required forms are PUR 2024 (Parts A and B) and PUR 7801. Questions were due October 23, 2026 at 3:00 p.m. ET.
