About this opportunity
The Oregon Department of Veterans Affairs (ODVA) is issuing a Request for Quote (RFQ) for the replacement of their existing Paxton access control system with a new Verkada system at their Salem, Oregon facility. The project involves replacing approximately 52 existing card-controlled doors, with plans to expand to 60 total doors, including additional doors being added during a second-floor remodel. Key deliverables include the installation of access control systems with both 4-door and 16-door controllers, technician work for electrical and low-voltage services, software setup, and provision of 300 door access cards. A mandatory pre-bid walkthrough is scheduled for November 21, 2024, at 2:00 PM PST, with quotes due by December 3, 2024, at 3:00 PM PST. The project must be substantially completed by April 30, 2025, with final completion expected by December 31, 2025. Contractors must provide detailed pricing for labor rates and materials, and all quotes exceeding $50,000 must incorporate Bureau of Labor and Industries (BOLI) rates.
The RFQ has been issued to three pre-qualified contractors: IES Communications (MSA# 0587), T1 Construction (MSA# 0588), and Integrated Solutions (MSA# 0589). Contractors must meet specific qualifications, including obtaining CJIS security clearance for work on the third floor and coordinating with two other state agencies leasing space in the building. The project includes ongoing licensing and monitoring fees with options for both 3-year and 5-year terms, as well as maintenance and repair services. While no specific set-aside designations are mentioned, contractors must comply with BOLI standards and regulations. The current infrastructure involves a Paxton access control system that will be completely replaced by the new Verkada system. Although a specific budget range is not explicitly stated, the comprehensive nature of the project, including hardware installation, software setup, card provision, and multi-year licensing, suggests a significant investment in modernizing the access control infrastructure for the ODVA facility.
