About this opportunity
The Oregon Department of Transportation (ODOT) is requesting bids on HVAC controls replacement at Building A in Salem under ITB 00017780, with bids due September 17, 2026 and a voluntary pre-bid conference on September 8 at the project site. This is a public improvement project subject to Oregon prevailing wage rates for Marion County (BOLI Region 3, effective July 5, 2026) and requiring State Construction Contractors Board licensure prior to bidding.
The scope covers design and installation of a Direct Digital Control (DDC) system using BACnet protocol to replace an outdated 1997-era system. The work includes replacement of five controllers (two American Auto-Matrix GPC1 units for supply fans, one boiler controller with IOX2 expansion module, and controllers for 36 VAV units across two floors), over 800 individual control points encompassing temperature sensors, differential pressure controls, valve positions, and equipment monitoring across heating, cooling, and ventilation systems. The contractor must submit comprehensive shop drawings, product data, control system schematics, and bills of materials within 12 weeks of award and deliver all project-specific software, graphics, databases, and control logic as Owner property upon completion. Operator workstations must meet specified hardware requirements (dual/quad-core processor, 6GB RAM minimum, 500GB hard drive). The contractor is responsible for coordination with other trades, test and balance support for up to 20 terminal units, maintaining climate control at 70°F ± 2.5°F during construction, and providing instructor-led or web-based training and comprehensive documentation.
The estimated project cost is $100,000 to $250,000. Substantial completion is required by January 20, 2027, and final completion by January 30, 2027, with liquidated damages of $600 per calendar day for delays. The contractor must provide performance and payment bonds each equal to the contract price, Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 annual aggregate, and Commercial Automobile Liability with $1,000,000 combined single limits. Bid security of 10 percent is required. Award is made to the lowest responsive bid from a responsible bidder. Work is performed on weekdays from 7 a.m. to 5 p.m., excluding weekends and state holidays. Austin VanNette serves as ODOT Project Manager.
