About this file

This Statement of Work details an HVAC controls replacement project for the Oregon Department of Transportation (ODOT) at Building A located at 455 Airport Rd SE in Salem, Oregon. The project involves the design and installation of a DDC control system using Automated Logic Controls or approved equivalent to replace an outdated system installed in 1997. The work includes replacement of five controllers: two American Auto-Matrix GPC1 controllers for supply fans (SF1 and SF2), one boiler controller with IOX2 expansion module, and VAV controllers for 36 total VAV units across two floors. The contractor must ensure Building B operates independently from Building A upon project completion and maintain building climate control at 70 degrees plus or minus 2.5 degrees throughout construction, either by scheduling work to avoid disruption or providing supplemental heating and cooling. Substantial completion is required by December 1, 2026, with final completion by December 15, 2026. Work must be performed on weekdays between 7 a.m. and 5 p.m., excluding weekends and state holidays. The ODOT Project Manager is Austin VanNette, and the contractor must conduct a mandatory site visit prior to bidding and obtain written approval for any equipment substitutions before installation.

The document specifies that all materials, equipment, and labor are the contractor's responsibility unless explicitly noted as existing or ODOT-provided, with all work performed in accordance with manufacturer specifications and Oregon OSHA regulations. The contractor must submit weekly Certified Payroll Reports as BOLI prevailing wage rates apply to this project and must provide submittals for approval prior to starting on-site work. The contractor is responsible for obtaining all required permits and coordinating with DAS HVAC Controls to transition control system points from the existing SAGE system to Building B. Final completion deliverables include as-built drawings with marked underground utilities, operations and maintenance documentation, equipment inventory information, signed certification of full subcontractor and supplier payment, and comprehensive instruction of ODOT personnel on system operation and maintenance. The contractor must provide a one-year installation warranty on all workmanship and manufacturer warranties for all equipment supplied under the contract.
