About this opportunity
Sarasota County is requesting bids for odor control mulch bed media refurbishment and replacement services at nine county-owned Public Utility vacuum stations under IFB 262888RM, with bids due August 7, 2026. A mandatory site visit is required; the specific date and location are posted in the Solicitation Timeline on OpenGov Procurement. Local and American business preferences do not apply due to grant funding requirements.
The scope spans five years: annual refurbishment (turning and aerating existing mulch media while maintaining bed integrity) for four years, followed by complete media replacement in year five at Barcelona, Carter, Goldenrod, Webber (West), Java Plum (Webber East), Pine Terrace, Red Rock, Wilkinson, and Ruby Lane locations. Annual maintenance requires hydrogen sulfide atmospheric testing prior to work commencement. Final-year replacement mandates complete removal and disposal of existing media and installation of new FDOT Type Y compost material meeting Florida Department of Environmental Protection specifications. The contractor must provide all labor, equipment, materials, transportation, permitting, and certifications; maintain OSHA compliance; conduct continuous atmospheric testing for hydrogen sulfide; and provide appropriate safety equipment and respiratory protection based on detected concentrations. Mobilization must occur within seven business days of receiving a purchase order and work order, with completion within 90 days. A one-year warranty covers all labor and materials from date of full payment.
Bidders must submit pricing as lump-sum rates for each site, including all trip charges, mileage, vehicle charges, travel time, materials, equipment, and labor. Disposal fees and permit fees are reimbursable at cost with supporting documentation. Bidders must provide a minimum of two references demonstrating experience with odor control mulch bed refurbishment within the past seven years.
Required insurance includes Workers' Compensation (employer liability minimum $500,000), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Business Automobile Liability ($1,000,000 combined single limits). Award goes to the responsive and responsible bidder with the lowest total bid price over the five-year initial term.
