About this opportunity
The Ohio Department of Natural Resources (ODNR) Division of Parks and Watercraft is seeking a professional diving services contractor to perform comprehensive underwater inspection, maintenance, and construction services across the state's 75 state parks, which include over 50 dams and 11 lock facilities. The contract requires a highly specialized contractor with specific qualifications, including a Registered Licensed Professional Engineer in Ohio, 10+ years of related experience, ADCI Certified Commercial Divers, OSHA Confined Space Certification, and additional professional certifications such as CPR, First Aid, and USCG Licensed Master Captain. Specific work tasks include underwater inspection of lake drain towers, repair and replacement of drain components, underwater construction activities like drilling concrete and cutting metal, spillway system inspections, and infrastructure assessments. The contractor must provide detailed documentation including drawings, digital photos, and videos of performed work, and be capable of responding to urgent issues within 48 hours with statewide travel capabilities. The solicitation is posted on April 22, 2025, with proposals due by May 13, 2025, and the evaluation will be based on hourly rates for a 3-man dive team during normal and emergency hours, as well as call-out costs for five specific geographic districts.
The contract includes preferences for Buy American, Buy Ohio, and Veteran-Friendly Businesses, which may result in percentage adjustments to scoring. While no specific set-aside designations are explicitly mentioned, the complex technical requirements suggest that only highly specialized marine construction and diving firms will be competitive. The state will provide replacement parts for existing infrastructure, while the contractor must supply all tools, equipment, and repair supplies. The contract appears to extend through June 30, 2026, with invoicing required to follow specific guidelines submitted to Financial Shared Services. Though a specific award value is not disclosed, the comprehensive scope of work covering underwater services at 75 state parks suggests a significant contract opportunity. Bidders must register and respond through the OhioBuys eProcurement platform, which requires obtaining an OH|ID and following detailed submission guidelines outlined in the accompanying vendor documentation.
