About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management, is soliciting competitive bids for a comprehensive roof replacement project at the Barlow Office located in Vincent, Washington County, Ohio. The procurement seeks a qualified contractor to completely replace the existing roof system, which involves removing current asphalt shingles, replacing plywood sheathing, installing new pipe boots and flashing for five roof penetrations, and implementing a new standing seam metal roofing system. Specific project requirements include installing new metal fascia covers, replacing soffit with a metal system, and adding new gutters with leaf guards and downspouts. The project roof dimensions are 55'-4" x 30'-0" with a 3:12 slope, and all work must be completed by December 1st, 2025. Bidders must submit proposals through Ohio Buys using an Excel spreadsheet, with the contract to be awarded to the lowest responsive and responsible bidder based on total bid amount. Site contacts include Nathan Lane for site visits and Tara Lee for project-specific questions, with bids due by September 18, 2025.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. An allowance of $2,000 is included to address potential unknown wood replacement needs, which must be pre-approved by ODNR before implementation. The roofing system specifications require 24-gauge Galvalume aluminum-zinc alloy steel with a 70% Kynar 500 or Hylar 5000 fluorocarbon coating, and the manufacturer must provide a 20-year warranty on the architectural coating. Potential manufacturers mentioned include Dimensional Metals, Inc. (DMI) and Varco-Pruden Buildings, Inc., with the final color to be selected by the owner from the manufacturer's standard color guide. While specific budget ranges are not detailed, the bid schedule indicates line items for a metal roofing system and gutters & downspouts, both to be priced as lump sum items. Contractors will be responsible for legal disposal of removed materials and site cleanup upon project completion.
