About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management, is seeking a qualified contractor to plug and abandon an orphan well (George King #1) located in Yellow Creek Township, Columbiana County. This federally funded project requires a contractor who is active on the CSP900922 State Contract (DAS Index No. MAC110) and will involve comprehensive well site management, including mobilization, site preparation, well cleaning, plugging operations, equipment removal, and site restoration. The project scope encompasses multiple phases, including utility coordination, site preparation, well site safety measures, drilling and plugging operations, and final site cleanup. Bidders must attend a mandatory pre-bid meeting and site visit scheduled for Wednesday, January 14, 2026, at 10:00 AM at the well location (GPS coordinates: 40.621625, -80.654360). Proposals must be submitted online through OhioBuys by 12:00 PM on Thursday, January 29, 2026, with the contract to be awarded to the lowest responsive and responsible bidder. The project will be completed within one year from the Notice to Proceed or by June 30, 2027, whichever is sooner.

The procurement is restricted to contractors pre-qualified on the existing state contract and requires compliance with several federal and state regulations, including Davis-Bacon wage requirements, Buy American provisions, and Infrastructure Investment and Jobs Act sourcing requirements for domestically produced materials. Contractors must adhere to Ohio Revised Code 1509 and Ohio Administrative Code Chapter 1501:9 standards, maintain current Ohio One-Call tickets, and comply with erosion and sediment control requirements. The project involves specific technical requirements, including the use of 270 sacks of approved cement, 5 cement mixing and pumping trips, 100 barrels of well kill fluid, and 150 barrels of fluid disposal. A 5 percent retainage will be held from the contract amount until final site stabilization. While no specific budget range is provided, the project involves detailed specifications for well plugging, equipment removal, and site restoration, with payment contingent upon ODNR division approval and field verification. Invoices must be submitted through the Orphan Well Project Management Contractor Portal and include detailed payroll reports for this federally funded project.
