About this opportunity
The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management, is seeking bids for a landscape refresh project located at the Natural Resources Park within the Ohio State Fairgrounds in Franklin County. The procurement involves comprehensive landscape maintenance services, including initial and final cleanup of existing landscape beds, installation of specific perennial and annual plants according to a detailed plant schedule, application of premium dark brown hardwood mulch, and one application of a weed growth inhibitor. The project requires contractors to complete all initial landscape maintenance work within 14 days of contract execution, with a final cleanup scheduled between July 14 and July 19, 2025. Deliverables include replacing and supplementing existing plants with 10 Butterfly Weed, 16 Anise Hyssop, multiple Hosta varieties, Viburnum, Hydrangea, Vinca, Celosia, and Ageratum, along with mulching and weed prevention across approximately 6,000 square feet. The contract will be awarded to the lowest responsive and responsible bidder, determined by calculating the low lot total through multiplying unit costs by estimated usage. Interested bidders are encouraged to conduct a site visit at 717 E. 17th Avenue in Columbus, with potential pre-bid walk-throughs available by contacting Doug Cunningham at least 72 hours in advance.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises, though the State of Ohio's Standard Terms and Conditions typically encourage participation from Minority Business Enterprises (MBE) and Executive Diversity, Growth and Equity (EDGE) vendors. The bid documents include a $2,000 allowance for additional landscape plants, suggesting a modest budget range for this maintenance project. All proposals must be submitted through Ohio Buys, with proposals received outside this platform being automatically disqualified. Contractors must provide comprehensive pricing that includes both labor and material costs, with the bid structured as a lump sum contract with unit pricing for specific tasks. While no incumbent vendor is mentioned, the project requires familiarity with the facility and bid requirements, with the contract stipulating that failure to become familiar with the site will not be grounds for contract release. Bidders must also comply with the state's standard insurance requirements, including commercial general liability coverage of at least $1,000,000 per occurrence.
