About this opportunity
The City of Madison Engineering Department is requesting bids for commissioning authority services on the Odana Golf Clubhouse project, a new 7,000-square-foot clubhouse at Odana Hills Golf Course, with bids due August 7, 2026 at 2:00 PM CST. This is a LEEDv5 BD+C: New Construction project with an estimated construction budget of $5 million, requiring fundamental commissioning and verification, enhanced and monitoring-based commissioning, and envelope testing.
Bidders must demonstrate minimum qualifications: experience as commissioning authority on at least two LEED-certified projects with construction budgets of at least $5 million each, and energy modeling experience on at least two new construction projects of at least 5,000 square feet. Case studies with client references are required.
The project will include year-round community and private event space, restrooms, kitchen, food and beverage service area, golf service area, and staff and storage areas, incorporating high-performance mechanical, electrical, and plumbing systems including geothermal and solar electric systems. The project schedule spans from schematic design (August–October 2026) through warranty period completion (May 2029).
Pricing must be submitted as an all-inclusive, not-to-exceed fixed fee broken down by six phases: Pre-Design, Schematic Design, Design Development, Construction Documents and Bidding, Administration of Construction Contract, and Warranty. All contractors must carry professional liability insurance of not less than $1 million, with claims-made policies requiring prior acts coverage for six years after service acceptance. Contractors with 15 or more employees and $50,000 or more in annual aggregate business with the City must file an Affirmative Action Plan within 30 days of contract execution.
Questions are due July 31, 2026, with answers posted by August 3. Electronic proposals are submitted via email to bids@cityofmadison.com. No site visit is required. The City awards to the lowest responsible bidder meeting all specifications.
