About this file
This addendum document issued by the City of Madison Finance Department clarifies key provisions of the Odana Golf Clubhouse Commissioning Service contract (RFP 15061-0-2026-AH) through responses to five bidder questions. The clarifications address critical scope elements including emergency power inclusion, Building Enclosure Commissioning (BECx) testing requirements, energy modeling phases, monitoring-based commissioning duration, and LEED v5 compliance requirements. Specifically, the addendum confirms that emergency power is excluded from the current commissioning scope but may be added through future contract amendment; that witnessing BECx tests and preparing observational reports are required services; that energy modeling applies to project phases II through IV only, with no services required for phases V and VI; that monitoring-based commissioning services shall extend through a 36-month warranty period to fully comply with LEED v5 requirements rather than the initially noted 12-month period; and that all commissioning services must include every LEED v5-related requirement regardless of whether explicitly listed in the RFP.
This addendum was issued on August 4, 2026, and serves as official notice to all bidders that they must acknowledge receipt and review of the document when submitting proposals. The clarifications represent material modifications to the contract scope of services and establish that bidders' proposals must account for the full three-year post-occupancy commissioning period and comprehensive LEED v5 compliance requirements. Bidders are directed to contact Andy Hargianto at the City of Madison Purchasing Services with any additional questions or concerns regarding the revised specifications.

RE: ADDENDUM 1
15061-0-2026-AH
Odana Golf Clubhouse Commissioning Service
Notice to All Bidders:
Please see below responses to the questions received, and please indicate on Form B that you have reviewed this addendum:
1. To verify the accuracy of the Cx scope and fee, the description of services notes that “emergency power may be included in the project.” For our proposal fee, can you confirm if the emergency power will be included in the Cx scope?
Assume emergency power is not included in the Cx scope. If emergency power is added to the project later, Engineering division will amend the Cx contract.
2. Regarding the BECx testing conducted by the contractors, would the witnessing of these tests and documentation via an observational report be required as part of the commissioning scope?
Yes, witnessing the tests and an observational report is required as part of the Cx scope.
3. The scope for the energy modeling is noted at multiple phases (Phase II, III, and IV) of the project, and the energy performance is based on LEED v5 requirements. In 2.1 Description, it states that the commissioning scope will include energy modeling for all phases. Please clarify what energy modeling services would be necessary for phases V and VI.
No energy modeling services will be necessary for phases V and VI after the Minimum and Optimize Energy Performance design credits have been submitted.
4. For the monitoring-based Commissioning (MBCx) Path 2, as noted, “Assume Scope Includes Enhanced and Monitoring Based Commissioning (Option 1 Path 2)” per LEED v5, MBCx identifies a minimum three-year commitment to post-occupancy monitoring, while only one year is required for LEED v4. Please clarify the duration of the monitoring-based commissioning services to be included for this proposal, as post-occupancy Cx services are only noted through a 12-month warranty period.
Duration of the monitoring-based commissioning shall meet all requirements of LEED v5.
Post-occupancy Cx services will be through a 36-month warranty period.

5. There are differences between what is listed in the RFP related to the Cx scope and what is required for LEED v5. Please clarify whether the commissioning scope is to include all Cx-related LEED v5 requirements, even though they may not be listed in the RFP.
Commissioning scope is to include all Cx-related LEED v5 requirements even if they are not listed in this RFP.
Please direct any other questions to the Purchasing contact person below.
